030 <br /> 7 . The potential for other activity nodes in Cane Creek watershed <br /> is limited. Only six intersections in the watershed meet the <br /> initial locational criteria of lying at the intersection of <br /> two collector or arterial roads . The other sites are all <br /> located miles away from this site. These are : <br /> Mount Willing Road at Oak Grove Church Road <br /> Buckhorn Road at Mount Willing Road <br /> Mebane-Oaks Road at NC 54 <br /> Mebane-Oaks Road at Bradshaw Quarry Road <br /> Dairyland Road at Orange Grove Road <br /> Buckhorn Road at Bradshaw Quarry Road <br /> Of these sites, the first four are located three to 10 <br /> miles from the population base cited by the applicants. The <br /> latter two sites are located in close proximity to the Cane <br /> Creek Reservoir and contain environmental constraints on site. <br /> As such, it might be argued that this amendment offers the <br /> best site for service-provision in northern Bingham. <br /> 8. The applicants are long-time residents of northern Bingham, <br /> and have expressed an interest in creating a country store as <br /> opposed to a convenience store. While there is no guarantee <br /> that a convenience store may not ultimately be applied for, <br /> the applicants ' have expressed a desire to develop a store <br /> that caters to their community's needs and local agricultural <br /> products . The applicants' have also indicated a willingness to <br /> pursue a design that is in keeping with the character of their <br /> community, a concept that has been recognized by the Bingham <br /> TAC, the Rural Character Study Committee and other groups as <br /> critical to commercial activities in rural areas. The issue of <br /> design with community character may be explored as part of the <br /> development review process, if the amendment is approved. <br /> 12 <br />
