020 <br /> to five acres each of Local Commercial-1 (LC-1 ) and Neighborhood <br /> Commercial-2 (NC-2 ) zoning may be applied. <br /> The amendment has been submitted by the applicant as the first step <br /> toward construction of a country store at this intersection. If the <br /> amendment is approved, a future rezoning petition would be <br /> submitted for LC-1 or NC-2 zoning. Activities of this type require <br /> a plan designation of Rural Neighborhood Activity Node or Rural <br /> Commercial Activity Node for the intersection in question. <br /> C. APPLICATION REQUIREMENTS <br /> Application requirements for an amendment to the Comprehensive Plan <br /> are contained in Articles 2 and 20 of the Zoning Ordinance. Listed <br /> below are the requirements, followed by information provided by the <br /> applicants and/or staff comments (shown in bold) . <br /> Amendment Rationale <br /> Article 2 . 2 . 14 states the reasons for which the Comprehensive <br /> Plan may be amended: <br /> a. "Because of changed or changing conditions in a <br /> particular area of the County. " <br /> The applicant cites the rapid subdivision development <br /> that has occurred in Bingham Township during the past 20 <br /> years, noting that the Township gained 1400 new residents <br /> from 1980-1990 - making it the County' s second-fastest <br /> growing township. The applicants have also conducted a <br /> field survey of a potential "market area", and found over <br /> 1000 residences (approximately 2300 persons) within the <br /> "market area" of this proposed node. <br /> b. "To correct an error or omission in the Comprehensive <br /> Plan. " <br /> No error or omission is cited by the applicants. <br /> c. "In response to a change in policies, objectives , <br /> principles or standards governing the physical <br /> development of the County. " <br /> No such changes are cited by the applicants . <br /> Qualification of Amendment as Principal or Secondary <br /> Article 2 . 2 . 14 . 2 differentiates between "principal" and "secondary" <br /> amendments to the Plan.
