(Page 3.8-14) <br /> 0 S. 9 <br /> TWENTY YEAR TRANSITION: Areas north of Ef land in the McGowan Creek drainage basin and <br /> south of I.85 to West Ten Road are designated as Twenty Year Transition. It is anticipated that <br /> municipal water and sewer will serve these areas by the end of the plan period. <br /> WATER SUPPLY WATERSHED: The majority of Cheeks Township lies in portions of three Water <br /> Supply Watersheds. The eastern two-thirds of the Township lies in the Upper Eno Watershed which <br /> flows into Corporation Lake and Lake Ben Johnson. About 20% of the Township's northwest corner <br /> lies in the Back Creek Watershed which supplies water for Graham and Mebane. Finally, snmll <br /> portions of the Cane Creek Watershed extend across the southern boundary of the Township. <br /> WATERSHED CRITICAL AREA The Water Quality Critical Area for the Upper'Eno Watershed lies <br /> along the eastern boundary of the Township and covers about 25% of the Township land area. It <br /> contains the Township's Public Interest Areas and defines the limits for the eastern and western <br /> expansion of Efland and Hillsborough respectively. The l::0 ;;; ';::">:<.f>:r t:.:;: ,;>;; giii. ,>:>.:.:.:: ...:.:d <br /> In addition to classifying the land in the County, the County's land use planning strategy has been to <br /> identify and evaluate potential activity nodes in the Township. The purpose of the activity node is to <br /> direct commercial and industrial uses to the most appropriate areas in the Township, preventing <br /> strip-type development, and promoting a more compact and efficient land use pattern focused on major <br /> intersections in the Township. <br /> A total of four activity nodes have been designated in Cheeks Township: <br /> REFERENCE: CK-1, Efland Center <br /> LOCATION: Efland Commercial Area <br /> PLAN CATEGORY: Commercial-Industrial Transition <br /> ANALYSIS AND EVALUATION: An existing commercial/industrial node is located in Efland, focused <br /> on the intersection of Southern Drive and Mt. Willing Road. This node currently serves as a focal <br /> point for lower and medium intensity residential, commercial and industrial uses. As Efland develops, <br /> new growth should "infill" suitable vacant land within the immediate area to take advantage of the <br /> existing infrastructure which includes the water supply from a central system and the first phase of <br /> the Efland Sewer Project. Due to the location of this node entirely within a water supply watershed, <br /> industrial and commercial uses should be limited to those types which have a demonstrated record of <br /> not generating pollutants, either through the industrial process or the size of the operation, and which <br /> are known not to degrade or harm water quality. Those uses which do meet this initial criteria should <br /> be designed and built in ways to minimize any other potential negative impacts on the quality of water <br /> draining to the Upper Eno watershed. <br /> REFERENCE: CK-2, Miles North <br /> LOCATION: U.S.70 and Buckhorn Road (SR 1114) <br /> PLAN CATEGORY: Commercial-Industrial Transition <br /> ANALYSIS AND EVALUATION: This node is located at the intersection of an arterial (US 70) and a <br /> collector. Existing commercial uses at or near this site include a small mill outlet and two gas stations, <br /> one of which is also a s nAll store. There are no environmental constraints imposed by sensitive lands, <br /> but the area does lie in the extreme southwestern corner of the Back Creek Watershed. A rail line is <br /> nearby. This site is presently served by a central water system with possible future sewer line <br /> extensions. These facts, combined with its proximity to Mebane, create the potential for fairly <br /> intensive commercial and industrial uses during the initial phase of the Plan since this node falls within <br /> the 10-Year Transition Area that extends beyond the Mebane ETJ. As this site becomes more <br /> intensively developed, care should be taken to ensure that the highway intersection is upgraded <br /> sufficiently to handle the increased load. <br /> 12 <br />
