0"[ Page 3 . 6-7 ) <br /> eighty-four subdivisions were considered major, those creating <br /> more than four new lots. <br /> The largest portion of the new lots were created in the <br /> southeastern quarter of the Township, closest to Hillsborough. <br /> Approximately 40% of both new subdivisions and new parcels <br /> created from 1980 to 1986 were in that quarter of the Township. <br /> The area of least activity was in the northeast quarter. <br /> PLANNING FRAMEWORK AND ANALYSIS <br /> The structure of the Plan's framework begins with the organizing <br /> concepts which are policy statements- that create the foundation <br /> for the Cedar Grove Plan. The concepts state the general <br /> consensus as to what patterns of growth and development are <br /> desirable for the Township. Many variables are represented in <br /> the organizing concepts, including existing patterns of <br /> development, environmental constraints and the stated desires of <br /> Cedar Grove residents. <br /> The second component of the framework consists of future <br /> projections for population, housing, and land requirements. These <br /> projections make no value judgements about the growth. They <br /> merely indicate what would happen if historical growth trends <br /> continued throughout the plan period. <br /> These components are then used to create allocation guidelines . <br /> Criteria are established which distribute land into Land Use Plan <br /> categories initially defined in the body of the Orange County <br /> Land Use Plan. Distribution is reflected in both map and text <br /> form. <br /> Organizing Concepts <br /> The following policy statements reflect the organizing concepts <br /> around which the Cedar Grove Township Plan is constructed: <br /> 1 ) Cedar Grove Township should retain its agricultural and low <br /> density residential character. <br /> 2 ) The integrity of the Township's small crossroads communities <br /> should be maintained. <br /> 3 ) Low density commercial uses should be encouraged in order to <br /> serve Township needs. <br /> 4 ) Rural industrial uses should be accommodated where <br /> appropriate in the Township. <br /> 5 ) The IJppei. River, Back Creek, Little River, Flat River <br /> and South H co Creek water su 1 watersheds should be <br /> developed in a manner that will minimize adverse impacts on <br /> water quality and not conflict with agricultural uses. <br /> 7 <br />
