074 <br /> (Page 3.3-1) <br /> 3.3 - LAND USE PLAN CATEGORIES <br /> One of the fundamental methods used to achieve the stated Goals and Policies of the Land Use <br /> Element is the design and application of a land classification system. Each category of the land <br /> classification system is designed to accommodate certain uses throughout the County to achieve a <br /> desired pattern of development. Land in the County was classified into these categories according to <br /> the public policies expressed in the Land Use Element, the set of locational criteria defining the <br /> appropriateness of the physical environmental context and the projected population change and <br /> resulting land requirements in the County. <br /> The land use categories contained in the Orange County Land Use Element are based on five basic <br /> categories which have been refined into a more detailed classification system to meet the specific needs <br /> of the County.
