8 <br /> It may be that orange County may need to look at placing <br /> additional requirements on water and sewer utility <br /> construction within areas under the County ' s jurisdiction . <br /> If , for instance , all utility construction required that a <br /> special use permit be acquired, County staff would have an <br /> opportunity to review plans and would also have the leverage <br /> to effect changes that were in the best interests of the <br /> County and its citizens . It may also be necessary to develop <br /> a set of design standards for utility line construction .
