To facilitate the efficient, cost effective completion of this project, a Construction Manager at <br />Risk method of contracting is recommended. A Request for Proposal is currently being solicited <br />for these services and will be presented to the Board as quickly as practicable. <br />FINANCIAL IMPACT: Preliminary budget estimates from the architect indicate construction <br />costs of the proposed building will be approximately $5.3 million. Of this amount, approximately <br />$432,000 is attributable to site costs and $656,000 for a variety of sustainable design elements. <br />These items are detailed on the attached schedule and will be given specific focus by the <br />architect during the presentation. Although the sustainable design elements may be more <br />extensive than those presented for consideration in the past, the high energy and water use at <br />this facility presents extraordinary opportunities for favorable payback. <br />Construction costs, when added to the design fees and other soft costs associated with the <br />project completion, approach $6.5 million. The current CIP allocation for the Animal Services <br />Facility project stands at $5,870,000 million, including the cost of land. Additional refinement of <br />costs will proceed among the architect, Construction Manager at Risk, County staff and the <br />County's Construction Manager between now and the time the Board will need to approve a <br />final budget. A funding plan will be presented at that time. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the plans, with <br />modifications as it may deem necessary or desirable and endorse the Construction Manager at <br />Risk method of contracting for this project. <br />
