ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 12, 2007 <br />Action Agenda <br />Item No. (p '"q <br />SUBJECT: Animal Services Facility Plan Approval <br />DEPARTMENT: Purchasing and Central Services PUBLIC HEARING: (Y/N) No <br />Animal Services Dept. <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones (919) 245-2652 <br />Floor Plan Bob Marotto (919) 968-2287 <br />Site Plan <br />Architect's Budget Summary <br />PURPOSE: To consider approving plans for the Animal Services facility to be constructed on <br />Eubanks Road on property adjacent to the Orange County Landfill. <br />BACKGROUND: As the Board will recall, the County has purchased land.on Eubanks Road <br />adjacent to the Landfill to construct an Animal Services Facility that will co-locate the Animal <br />Shelter, Animal Control and the Administrative Division of the Animal Services Department. <br />This current Shelter site is part of the University's Carolina North project and must be vacated <br />no later than December 31, 2008. This is approximately one year earlier than originally <br />contemplated. To meet this aggressive development timeline, the Town, the County and the <br />design team have taken every opportunity to expedite the process for approval and design. <br />A facility in the range of 19,000 to 24,000 square feet was contemplated by the study group that <br />helped outline the program needs several years ago. The program represented in the schematic <br />design is 23,500 square feet and includes sufficient program space for the three units to be <br />housed there, as well as some growth potential. This design is reflective of the collaborative <br />work among Commissioners Carey and Jacobs, the Board-appointed planning committee and <br />the project design team. Further, the schematic design has passed muster in peer review, <br />including review by the Humane Society of the United States' Director of Animal Sheltering <br />Issues. <br />Dixon-Weinstein Architects will present the proposed building plan, as well as the most recent <br />site plan under discussion in the Town's approval process. The site plan, in particular, will <br />continue to evolve as elements that may be required as a result of the Town's regulatory <br />process are incorporated. However, it is important that the Board comment and approve the <br />plan at this time in order for the architect to continue work over the summer and maintain the <br />aggressive development schedule. <br />
