29 <br /> O Land Use Goal 2 — Land uses that are appropriate to on-site <br /> environmental conditions and features and that protect natural <br /> resources, cultural resources, and community character. <br /> ® Land Use Goal 3 — A variety of land uses that are coordinated <br /> within a program and pattern that limits sprawl, preserves <br /> community and rural character, minimizes land use conflicts, and <br /> supported by an efficient and balanced transportation system. <br /> ® Land Use Goal 4 — Land development regulations, guidelines, <br /> techniques, and/or incentives that promote the integrated <br /> achievement of all Comprehensive Plan goals. <br /> These amendments are consistent with this goal and objective as it provides <br /> a mechanism for the permitting of temporary housing units, clarifies the <br /> permitting and use of said units, and allows for the grouping/cluster of like <br /> land uses thereby eliminating land use conflicts. <br /> c. The amendment is reasonable and in the public interest because it: <br /> 1. Assists Orange County in providing opportunities for the location and use of <br /> temporary housing units. <br /> This amendment will allow for temporary housing units to be <br /> installed/utilized in the new Home Park district in accordance with applicable <br /> State regulations. Currently these units are prohibited. <br /> 2. Revising existing land use regulations to ensure existing conflicts with State <br /> Building Code standards and Environmental Health policies are resolved. <br /> This amendment incorporates language identifying regulatory limitations <br /> associated with permanent and temporary housing units from a utility <br /> connection/use and construction standard within the new Home Park <br /> district. <br /> 3. Promote diversity with respect to available housing types. <br /> The amendment expands available housing options that can be utilized <br /> within Orange County and provides opportunities for the use of temporary <br /> housing units in specific circumstances. <br /> 4. Amends Appendix F of the 2030 Comprehensive Plan modifying references <br /> to the Mobile Home Park Conditional Zoning (MHP-CZ) district consistent <br /> with the proposed UDO text amendment, changing the name to the Home <br /> Park Conditional Zoning (HP-CZ) district. <br /> The Planning Board of Orange County hereby recommends that the Board of County <br /> Commissioners consider adoption of the proposed amendments. <br /> c51‘ I <br /> Lydi I, N.
