28 <br /> STATEMENT OF CONSISTENCY <br /> OF A PROPOSED UNIFIED DEVELOPMENT ORDINANCE AND <br /> COMPREHENSIVE PLAN TEXT AMENDMENTS <br /> WITH THE ADOPTED ORANGE COUNTY 2030 COMPREHENSIVE PLAN <br /> Orange County has initiated amendments to the Unified Development Ordinance <br /> (UDO) and the Comprehensive Plan to modify and retitle the Mobile Home Park Conditional <br /> Zoning (MHP-CZ) district. <br /> Proposed UDO changes seek to modify existing development requirements, review <br /> processes, and permitted uses to provide additional opportunities for various residential <br /> housing types. <br /> The Planning Board finds: <br /> a. The requirements of Section 2.8 of the UDO have been deemed complete; and, <br /> b. Pursuant to Sections 1.1.5, and 1.1.7 of the UDO and to Section 153A-341 of the <br /> North Carolina General Statutes, the Board finds sufficient documentation within <br /> the record denoting that the amendment is consistent with the adopted 2030 <br /> Comprehensive Plan. <br /> 1. The amendment is consistent with applicable plans because it supports the <br /> following 2030 Comprehensive Plan goals and objectives: <br /> Chapter 2 Planning Principles of the Comprehensive Plan: <br /> o Principle 2 — Sustainable Growth and Development: Growth and <br /> development within the county should occur in a pattern, location, <br /> and density that is sustainable over the long-term. <br /> These amendments are consistent with this goal and objective as it clarifies <br /> required utility hook-up and design standards for temporary housing units <br /> and, addressing issues of sustainability, and encourages/promotes the use <br /> of said units in areas of the County where a need has been established. <br /> Chapter 4 Housing Element of the Comprehensive Plan: <br /> Housing Goal 1 — A wide-range of types and densities of quality <br /> housing affordable to all in all parts of the County. <br /> O Housing Goal 4 - Development ordinances and incentives that <br /> promote inclusionary practices and housing options for all income <br /> levels. <br /> These amendments are consistent with this goal and objective because it <br /> promotes greater flexibility with respect to the use of temporary housing <br /> units within mobile home parks and provide a mechanism for their permitting <br /> thereby expanding the types and densities or housing options. <br /> Chapter 5 Land Use Element of the Comprehensive Plan: <br /> o Land Use Goal 1 — Fiscally and environmentally responsible, <br /> sustainable growth consistent with the provision of adequate <br /> services and facilities and a high quality of life. <br />
