Zoning Atlas Amendment— Hillsborough Economic Development District <br /> 8 The Board conducted a continued public hearing and considered action on government- <br /> 9 initiated amendments to the Zoning Atlas involving five parcels south of Interstate 40 in the <br /> 10 vicinity of Old Highway 86 and adjacent interstate right-of-way. <br /> 11 John Roberts reviewed the background: <br /> 12 <br /> 13 BACKGROUND: <br /> 14 In order to better promote economic development opportunities in the Hillsborough EDD, the <br /> 15 Planning Director has suggested amendments to the Zoning Atlas. This item was heard at the <br /> 16 September 12, 2016 Quarterly Public Hearing where it was continued to the November 1 BOCC <br /> 17 meeting in order to incorporate revisions into a related UDO text amendment (separate item). <br /> 18 At the November 1 BOCC meeting, the item was continued to the December 5 meeting to allow <br /> 19 additional revisions to the related text amendment. At the December 5 meeting, the item was <br /> 20 continued to the December 13 meeting. All or portions of 4 parcels, totaling 166.2 acres, <br /> 21 located west of Old Highway 86 are proposed <br /> 22 to be rezoned: <br /> 23 • from EDH-3 (Economic Development Hillsborough Limited Office with Residential <br /> 24 [current name]) <br /> 25 • to EDH-5 (Economic Development Hillsborough Research and Manufacturing [proposed <br /> 26 name]). <br /> 27 • Additionally, 17.05 acres of interstate right-of-way is proposed to be rezoned from and to <br /> 28 the same districts. <br /> 29 <br /> 30 One 34.58 acre parcel located east of Old Highway 86 is proposed to be rezoned: <br /> 31 • from EDH-2 (Economic Development Hillsborough Limited Office) <br /> 32 • to EDH-4 (Economic Development Hillsborough Office / Retail [proposed name]). <br /> 33 • Additionally, 8.92 acres of interstate right-of-way is proposed to be rezoned from and to <br /> 34 the same districts. <br /> 35 <br /> 36 The list of uses that are currently allowed in the EDH-4 and EDH-5 zoning districts and one use <br /> 37 (multi-family residential) that is proposed to be added to the EDH-4 district is included in <br /> 38 Attachment 4. Please Note: In a related Table of Permitted Uses reorganization project <br /> 39 currently underway and expected for further discussion beginning in February 2017, additional <br /> 40 uses are expected to be added to the EDH-4 and EDH-5 zoning districts. <br /> 41 <br /> 42 Three overlay districts also apply in the geographic area proposed for rezoning: <br /> 43 • Watershed Protection <br /> 44 • Special Flood Hazard Area <br /> 45 • Major Transportation Corridor). <br /> 46 <br /> 47 No modifications are being proposed to the boundaries of the three overlay districts and <br /> 48 requirements related to the overlay districts will continue to apply. This area is not located in a <br /> 49 critical or protected watershed, as defined for water supply watershed purposes.
