5 <br /> Currently, the priority location for the equipment and installation is the Robert and Pearl <br /> Seymour Senior Center in Chapel Hill. <br /> This budget amendment provides for the receipt of these reimbursement funds of <br /> $10,000. There is no County match required. (See Attachment 1, column #8) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable <br /> to this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and reservation of infrastructure, polices, programs and funding <br /> necessary for resident to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> The expansion of electric vehicle charging infrastructure supports the growing electric <br /> vehicle industry in Orange County and North Carolina which supports jobs and <br /> investments in research and development, charging station manufacturing, and electrical <br /> contracting. Drivers of electric vehicles in Orange County are able to refuel for less than <br /> half of the cost of gasoline. With the up-front cost of used electric vehicles at or <br /> sometimes below the price of comparable gasoline vehicles, there is now potential for <br /> significant household savings over the life of an electric vehicle. <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, <br /> incomes and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> Studies have shown that operating an electric vehicle in North Carolina has some of the <br /> lowest air quality impacts per mile of any personal vehicle. Electric vehicles are also the <br /> only vehicle that gets cleaner over time since they depend on an electric grid that is <br /> cleaner each year. Improving local transportation-related air quality helps to protect the <br /> health of vulnerable populations in Orange County whose health is disproportionately <br /> affected by ground-level ozone and other emissions. <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. <br /> This budget amendment provides for the receipt of these additional funds and increases the FY <br /> 2016-17 General Fund budget by $1,365,384, the Fire Districts Fund budget by $45,000, and <br /> the Visitors Bureau Fund budget by $256,640. <br /> RECOMMENDATION(S): The Manager recommends the Board approve budget ordinance <br /> amendments for fiscal year 2016-17. <br />
