He said people were afraid to call because they could not pay <br /> their bills, so Orange County developed a process to assist these will lower incomes. He said <br /> he would like to track if paying for ambulance services is a problem for Orange County <br /> residents, and review this in the future in case they need to subsidize this service for private <br /> providers. <br /> Kim Woodard said EMS would look into this. <br /> Chair Dorosin asked if it would be reasonable to include a letter that goes with the <br /> contract noting the concerns of the Board of County Commissioners, and that the issue will be <br /> monitored. <br /> John Roberts said yes. <br /> Commissioner McKee asked if there are options either through the Department of <br /> Social Services (DSS) or Health Department to help to pay these bills. <br /> Kim Woodard said there is a service in place to address this issue. She said she has <br /> made many referrals to this program with DSS, and it has been widely used and is only <br /> applicable to Orange County residents. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to ask <br /> staff to draw up a letter to attach to the contracts to indicate the Board's concerns, and to <br /> approve all of the franchise agreements. <br /> VOTE: UNANIMOUS <br /> A motion was made by Chair Dorosin, seconded by Commissioner Jacobs to re- <br /> consider item 6-g. <br /> VOTE: UNANIMOUS <br /> 6-g — Orange County Property Naming Policy <br /> The Board considered approving the amended the Orange County Property Naming <br /> Policy as directed by the BOCC at the November 10, 2016 work session. <br /> Chair Dorosin said he wanted to vote against this policy, as he believes that it is overly <br /> restrictive about naming facilities after those who are still alive. <br /> Commissioner Price said the policy was changed to include living people. <br /> Chair Dorosin said the exceptions in the ordinance read that if"one has made a <br /> significant contribution to the development or the construction of a public building or facility" <br />
