Smith Reynolds <br /> Foundation, Inc. , Winston-Salem, North Carolina. <br /> BACKGROUND: <br /> In 1991 the County, along with 15 other counties, received a $20,000 <br /> planning grant to develop a final proposal and pilot program for the <br /> Z. Smith Reynolds Foundation' s Opportunities For Families Funds <br /> (OFF) initiative. Five counties in the state received a $1 million <br /> grant to develop programs to improve the conditions of low income <br /> families. <br /> Although the County did not receive the large grant, a group of <br /> dedicated citizens and staff who served on the OFF planning <br /> committee felt the County' s proposal was worthy of consideration by <br /> the Reynolds Foundation under their regular bi-annual funding cycle. <br /> In 1992, Dr. Frank Loda, John Hughes, Jan Scholper, Lucy Lewis, <br /> Marti Pryor-Cook, and Albert Kittrell developed an abbreviated <br /> proposal for submission. Under the bi-annual cycle the maximum <br /> grant awards are approximately $50,000. The County requested the <br /> maximum amount but received $30,000. <br /> The purpose of the grant is to assist the Social Services Department <br /> in implementing an "Opportunities for Young Fathers" (OYF) program. <br /> The primary goal of the OYF program is to improve the ability of <br /> low-income young fathers to contribute financial and emotional <br /> support to their families. This new initiative will enhance and <br /> complement the Department' s established Job Opportunities and Basic <br /> Skills (JOBS) program. The JOBS program focuses on the educational <br /> and employment training of young mothers. The OYF program will <br /> target young fathers. <br />
