With the exception of the 5 to 3 vote on the first <br /> charge, all of the recommendations in the report were made <br /> by an 8 to 40 vote. <br /> (MINORITY REPORT) <br /> In summary, we have made a "good faith" effort to <br /> address the charge as instructed by the Board. We have <br /> also come to realize that regardless of whether its <br /> perception or reality, there are citizens in our county who <br /> no longer believe that their views are represented by the <br /> Board.
