1. That the Board implement various strategies to insure <br /> input from rural citizens and communities. For example, <br /> the recent Board meetings at different locations <br /> throughout the county need to be continued and <br /> published. <br /> 2. That the Board study and implement ways to bridge the <br /> gap that seems to be widening between Chapel Hill <br /> Township and the rest of the County. This "Us vs Them" <br /> mentality does not serve us well as a community. <br /> As to the third charge, what changes are necessary to <br /> achieve a more fair representation - the Task Force again <br /> by an 8 to 10 vote, recommends that if the current system is <br /> changed, the following needs to occur: <br /> 1. That the Board of Commissioners be expanded from <br /> 5 to 7 members; and <br /> 2. That the election method be changed from the current <br /> at large system to a district at-large system <br /> or <br /> to cumulative voting which is one type of the <br /> proportional election method. <br />
