APPENDIX 4 15
111 West Corbin St.
Hillsborough, NC 27278
June 21, 1993
TO: Other Members of the Task Force on the Process for Electing
Orange County Commissioners
FROM: Rich Hammer
SUBJECT: May 1990 voting data which shows a sharp division within
Orange County, between city and rural parts
In the spring of 1990 I got active in County politics, attempting
to speak on behalf of rural property owners who dislike controls
imposed by County government.
After running in the Republican primary that May, I studied the
votes and compared the trends in the two parts of the county. The
contrast between the two parts can be seen most clearly in the votes
cast in the Democratic primary, in which there were eight active
candidates running for three seats.
Attached you will find a copy of a column which I wrote at that
time, and (should you be interested) a spreadsheet of the data. Also,
in the table below I summarize the data in that vote. Clearly the
people in the rural precincts would have elected other candidate, had
they had the chance.
City City Rural Rural
vote place vote place
finish finish
Chapel Hill Candidates
who won
Gordon 4030 2 1006 8
Halkiotis 3681 3 1854 3
Insko 4515 1 1189 7
Rural candidates supported
by landowners associations
Carroll 1055 5 2220 2
Lloyd 1128 4 2898 1
Tripp 425 8 1208 6
Other candidates (rural )
Gatewood 671 7 1334 5
Walters 802 6 1388 4
