Ferrell <br /> staff member, Institute of Government, UNC-Chapel <br /> Hill, clearly reveals that sixty-one (61) , of <br /> North Carolina's one hundred ( 100) counties, use <br /> the election process currently in Orange County to <br /> elect county commissioners. <br /> Mr. Ferrell, stated in his presentation to the <br /> Task Force that the current system to elect County <br /> Commissioners used in Orange. County is legal and <br /> does not fall under any category that would be in <br /> violation of the Voting Rights Act. Fairness is <br /> simply a political judgement. <br /> In the final analysis, endorsers of the "Minority <br /> Report" , believe that a recommendation has been made on <br /> perception and not on conclusive and supportive data and <br /> community responses provided to the Task Force on the <br /> Process For Electing County Commissioners.
