Center for approximately four days to assist individuals with low-interest disaster loans. There wwre three types of loans available: (a) Home Disaster Loans - loans to homeowners or renters to repair or replace disaster related damage to homes or personal property owned by the applicant. Renters were eligible for personal property loans. (b) Business Physical Disaster Loans - loans to businesses to repair or replace disaster related damage to property owned by the business, including inventory and supplies. (c) Economic Injury Disaster Loans - working capital loans (referred to as EIDL) to small businesses and to small agricultural cooperatives to assist them through the disaster recovery period. These loans were available only if the business or its owners could not obtain this type of assistance from non- government sources. This determination was made by the SBA. V. Unmet Needs Committee The Unmet Needs Committee, chaired by Marti Pryor-Cook, Director of the Orange County Department of Social Services, was established to ensure the continued provision of services to the persons affected by the tornado. This committee was comprised of representatives from Orange County departments, the Town of Hillsborough, public non-profit agencies, and area churches. For a detailed list of committee members, see Appendix B. The committee had its initial meeting on November 30, 1992 . Regularly scheduled meetings were held monthly through March, 1993. The following information provides an overview of relief efforts conducted by members of the Unmet Needs Committee. A. Orange County Emergency Management Services The Orange County Emergency Management Services Department was responsible for the coordination of emergency relief efforts. These efforts included: 5
