Center for approximately four days to assist individuals <br /> with low-interest disaster loans. <br /> There wwre three types of loans available: <br /> (a) Home Disaster Loans - loans to homeowners or <br /> renters to repair or replace disaster related <br /> damage to homes or personal property owned by the <br /> applicant. Renters were eligible for personal <br /> property loans. <br /> (b) Business Physical Disaster Loans - loans to <br /> businesses to repair or replace disaster related <br /> damage to property owned by the business, including <br /> inventory and supplies. <br /> (c) Economic Injury Disaster Loans - working capital <br /> loans (referred to as EIDL) to small businesses and <br /> to small agricultural cooperatives to assist them <br /> through the disaster recovery period. These loans <br /> were available only if the business or its owners <br /> could not obtain this type of assistance from non- <br /> government sources. This determination was made by <br /> the SBA. <br /> V. Unmet Needs Committee <br /> The Unmet Needs Committee, chaired by Marti Pryor-Cook, <br /> Director of the Orange County Department of Social <br /> Services, was established to ensure the continued <br /> provision of services to the persons affected by the <br /> tornado. This committee was comprised of <br /> representatives from Orange County departments, the Town <br /> of Hillsborough, public non-profit agencies, and area <br /> churches. For a detailed list of committee members, see <br /> Appendix B. <br /> The committee had its initial meeting on November 30, <br /> 1992 . Regularly scheduled meetings were held monthly <br /> through March, 1993. <br /> The following information provides an overview of relief <br /> efforts conducted by members of the Unmet Needs <br /> Committee. <br /> A. Orange County Emergency Management Services <br /> The Orange County Emergency Management Services <br /> Department was responsible for the coordination of <br /> emergency relief efforts.
