18 <br /> 1 C If <br /> Michael Brough explained that , by law , the 100 ' buffer <br /> 2 nullifies the petitioners ' protest petition. The law does allow an <br /> 3 applicant to lessen the area of one ' s rezoning request , prior to or <br /> 4 during the hearing of the request . <br /> 5 <br /> 6 Commissioner Alice Gordon asked whether a fiscal impact <br /> 7 analysis had been done and, if it has been, asked that it be shared <br /> 8 with the Board . Mr. Jewell stated that a fiscal impact analysis <br /> 9 had not been done , but that one could be completed and shared with <br /> 10 the Board . <br /> 11 <br /> 12 Commissioner Don Willhoit questioned the status of the trailer <br /> 13 park and requested that staff give a report listing the <br /> 14 subdivisions in the transition area , with lot sizes and the density <br /> 15 of each development . <br /> 16 <br /> 17 Commissioner Gordon added that a map depicting land use <br /> 18 activity in the transition area over the last ten years would be <br /> 19 helpful . <br /> 20 <br /> 21 THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS <br /> 22 <br /> 23 Mary Ayers voiced support for the rezoning request stating <br /> 24 that the applicants have dedicated much time and thought to their <br /> 25 rezoning request They have solicited input from their neighbors <br /> 26 and Carrboro Planning staff members . Ms . Ayers criticized a <br /> 27 brochure that was created and circulated in the community by those <br /> 28 opposing the rezoning request because the brochure contained <br /> 29 misinformation and untrue statements . <br /> 30 <br /> 31 Bob Cosgrove voiced opposition to the rezoning request because <br /> 32 higher zoning density would reduce his property value . <br /> 33 <br /> 34 Bart Willis voiced support of the rezoning request stating <br /> 35 that a great deal of thought has been dedicated to the rezoning <br /> 36 request and to a possible plan for development . The plan would be <br /> 37 sensitive to the land and wildlife . <br /> 38 <br /> 39 Jane Cates Fowler voiced support - of the rezoning request <br /> 40 stating that planned development would be good for the community. <br /> 41 <br /> 42 Stephanie Padilla read a protest petition, signed by nine ( 9 ) <br /> 43 members of the Small Area Planning Work Group ( SAPWG ) , in <br /> 44 opposition to the rezoning request . The petition requested a <br /> 45 moratorium on any and all rezoning request in the Ti and T2 land in <br /> 46 the transition area until the Small Area Planning Work Group has <br /> 47 time to execute the charge given it by the Carrboro Board of <br /> 48 Aldermen . <br /> 49 <br /> 50 Linda Roberts voiced opposition to the rezoning request <br /> 51 because of traffic impact and higher density .
