G <br /> 1 amendments to both the Orange County Zoning Atlas and the Carrboro <br /> 2 Zoning Map. <br /> 3 <br /> 4 County Attorney Geoff Gledhill explained two procedural <br /> 5 questions . The first question dealt with the effect of a Protest <br /> 6 Petition on the rezoning request . Protest petitions are not <br /> 7 applicable in County zoning issues . However , they do apply within <br /> 8 town limits . He also explained the process that would be followed <br /> 9 after the public hearing and the process leading to the final <br /> 10 decision which will be made by both Boards . If the protest <br /> 11 petition is determined valid by the Town of Carrboro , a 4/5 vote by <br /> 12 the governing Board would be required for approval of the proposed <br /> 13 rezoning request . <br /> 14 - <br /> 15 Mary Willis , Orange County Planner , presented the Lake Hogan <br /> 16 Farm, Inc . rezoning request . Ms . Willis gave a historical review <br /> 17 of the Joint Land Use Plan and Joint Planning Agreement . She <br /> 18 explained that Lake Hogan Farm is located in the T-1 Transition <br /> 19 Area, which means that it is slated for, development with densities <br /> 20 of 1 to 5 units per acre . The proposed rezoning request to change <br /> 21 zoning from R-R to R-20 designation is in accordance With the Joint <br /> 22 Planing Area Land Use Plan. <br /> 23 <br /> 24 Julia Trevarthen presented information regarding both the R-R <br /> 25 and R-20 zoning districts . Ms . Trevarthen explained that although <br /> 26 these districts are similar in many of the 'uses permissible , the <br /> 27 R-R zoning district does have uses which are not <br /> permissible in the <br /> 28 R-20 district . A significant difference between the Carrboro R-R <br /> 29 and R-20 zoning districts is the maximum number of dwelling units <br /> 30 allowed per acre . Carrboro ' s R-R allows 1 dwelling unit per acre ; <br /> 31 R-20 allows up to 2 . 1 dwelling units per acre . Dimensional <br /> 32 requirements are the same for both districts . Ms . Trevarthen <br /> 33 reviewed the maximum number of units that could be built per the <br /> 34 respective zoning districts , reviewed possible transportation <br /> 35 impacts , and explained that the properties could be served by <br /> 36 public water and sewer. <br /> 37 <br /> 38 Chairman Carey read into the minutes the following letters and <br /> 39 memorandums received by the County and the Town of Carrboro <br /> 40 regarding the proposed rezoning request . <br /> 41 <br /> 42 Letters voicing opposition to the proposed rezoning from <br /> 43 Spencer and Eleanor Leighton, Michael D. Tashjian and Christene <br /> 44 Petry, and Carolyn Miller. <br /> 45 <br /> 46 A letter was received from Carol-Ann Greenslade , member of the <br /> 47 Carrboro Small Area Planning Work Group. She asked for an 18 to 24 <br /> 48 month moratorium on zoning changes to allow the Work Group to study <br /> 49 the issues and make a report to the Town of Carrboro . <br /> 50 <br />
