Tenants of this facility include several human services agencies who <br /> will be targeted to move upon completion of the Southern Human Services Building. Since the <br /> timeline for completion of the Southern Human Services Building was not clear at this time last year, <br /> the landlord allowed us to renew based on the following terms: <br /> 1. If we renew through June 30,1995, the rent increase will be 4.5% annually for each year <br /> of the lease remaining. <br /> 2. If we renew through June 30, 1997, the rent increase will be 3% annually for each year of <br /> the lease remaining. <br /> Upon completion of the Southern Human Services Building, approximately one-half of the Moody <br /> Building occupants will be relocated. The Public Defender's office and the Guardian Ad Litem <br /> program are not targeted to move. However, it is unclear how much of the rented space would be <br /> needed to fulfill the space requirements of the two functions. For that reason the recommendation <br /> is being made to renew through June 30, 1995, and negotiate any future renewals based on a <br /> program which will be developed between now and then. <br /> The suggestion has been made by Commissioner Gordon that we explore the possibility of relocating <br /> some or all of the Moody Building functions to the old Chapel Hill Library Building. Reports from the <br /> Town indicate that they are exploring a number of possibilities for the facility's reuse. Whatever the <br /> potential use decision,the Town's proposed funding scenario include program development during <br /> fiscal 1993-94, with implementation funding to be included in the budget for fiscal 1994-95. <br /> We will continue to explore the feasibility of relocating appropriate functions to this facility and bring <br /> back any resulting recommendations to the Board at a later date. <br /> RECOMMENDATION: The Manager recommends approval of a lease renewal for the Moody Building, <br /> 103 Laurel Avenue, Carrboro, NC through June 30, 1995; and authorize the Chair to sign on behalf <br /> of the Board. <br />
