a5 <br />O <br />u <br />BEY PERSONNEL <br />EFLAND SEWER SYSTEM <br />Proposal for Rate Study for Small Wastewater Collection Utility <br />To effectively meet County of Orange's ("County") project objectives for the Efland Sewer System, we have <br />organized a Project Team with extensive experience in providing similar assistance to other public utilities and <br />local governments. Brief descriptions of each team member's capabilities are provided below and complete <br />resumes fox each member of the Project Team are in the Appendix. <br />Mr. Alexis Warmath, Vice President -Project Manager <br />Mr. Warmath is a nationally recognized expert in water finance, management and pricing. He has more than <br />14 years of consulting experience and has been with RFC for over 12 years. Since joining RFC, Mr. Wasmath <br />has served as project manager or lead consultant in a variety of projects to assist utilities in addressing <br />financial, management, and public policy requirements. These projects include utility cost-of-service and rate <br />studies, management studies, and financial. feasibility studies for numerous clients. Mr. Wannath will serve as <br />the Project Manager and will direct the work of the Project Team to ensure that the project meets all of the <br />County's expectations. <br />Mr. Bart greps, Senior Consultant -Financial Staff <br />Mr. Kreps has participated on a variety of engagements related to cost of service rate studies, development <br />fee studies, bond feasibility studies, and regionalization studies. Most recently, Mr. Kreps served as staff or <br />lead consultant on a variety of rate studies and impact fee engagements for the City of Rock Hill, the Berkeley <br />County Water & Sanitation Authority, the Laurens County Water & Sewer Commission, the City of Florence, <br />and the Hallsdale-Powell Utility District, Tennessee. . <br />Patrick Smyth, CPA, Senior Technical Consultant -Technical Advisor /Quality Control <br />Mr. Smyth joined RFC in 1994 and currently serves as its Senior Technical Consultant. As an employee of <br />RFC, Mr. Smyth has been involved in numerous cost of service and rate design projects for public utilities. <br />Mr. Smyth developed the cost of service model for the Metropolitan Water District of Southern California <br />and served as Lead Consultant on the Dayton/Montgomery County engagement He has extensive financial <br />modeling experience and a broad range of computer-related ~ technical skills. Mr. Smyth maintains his <br />registration as a Certified Public Accountant. In his role as Technical Advisor/Quality Control, Mr. Smyth <br />will be responsible for reviewing the financial forecast model developed for the bond feasibility study and the <br />rate model developed for the water rate study. <br />ONSULTANTS, NI CL19 <br />
