ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 12, 2007
Action Agenda
Item No.
SUBJECT: Contract Renewal with Dr. Marat Dubrovsky, DVM, DBA Nicks Road Veterinary
Clinic, for Spay/Neuter Surgery Services with the Animal Shelter Division of the
Animal Services Department
DEPARTMENT: Animal Services Department PUBLIC HEARING: (Y/N) No
ATTACHMENT (S):
Renewal Contract
INFORMATION CONTACT:
Bob Marotto, Animal Services Director,
919-968-2287
PURPOSE: To approve a contract renewal with Dr. Marat Dubrovsky, DVM, to provide
spay/neuter surgery services for Orange County's Animal Shelter at the unit price of $63 per
surgery during FY 2007-2008.
BACKGROUND: Orange County has contracted with Dr. Dubrovsky since July 1, 2005 to
provide spay/neuter surgery services for cats and dogs adopted from the Animal Shelter. Dr.
Dubrovsky has a successful record of adult and pediatric sterilization and Animal Services'
management recommends a continuation of his services.
Contract format and requirements are the same as for the preceding fiscal year, and July 1,
2007 to June 30, 2008 is the term of the contract. The contract fee for sterilization will increase
from the current flat rate of $60 per animal to a flat rate of $63 per animal; and for each
sterilized animal, a physical examination shall be conducted and records prepared for the
Orange County Animal Shelter: Also, there are select additional predefined charges for certain
services that can be performed on sterilized animals but only as authorized by management of
the County's Animal Shelter. (These are enumerated in Appendix A of the attached renewal
contract. )
A fee increase of $3 (5%) per animal results from an increase in the actual costs realized by Dr.
Marat Dubrovsky of obtaining necessary equipment and supplies associated with performing
sterilization procedures. This fee increase will serve not only to assist the veterinarian in
recovery of actual costs of performing the sterilization procedures as well as maintaining the
same level of service, but also assisting to ensure continuance of positive relations between Dr.
Marat Dubrovsky.and Orange County Animal Services Department. This is the first adjustment
