Lynch, Clerk of Superior Court to the <br />new board of County Commissioners namely: Sim L. Efland, R. J. M. Aobbs, Edwin S. <br />Lanier, Dwight M. Ray and Hsary S. Walker. Zn an executive meeting Commissioner <br />R. J. b;. Hobbs was elected to serve ¢s Chelx^mnn of sold Board, <br />- John L. Rogers and C¢raon D. Thomas nppearad before the Bonrd to take the onth <br />~„ of office as constables. Mr, Rogers presented his bond Sn the amount of $1,000,00 <br />and Mr. Thomas had a letter of certification from John P, Ballard, Insurance Agent, <br />- ~ ~ cart ifyina that Mr. Carson had made application for a bond in the amount of $1,000.00 <br />and that said band was in the proc ass of being issued but had not arrived. IIpon <br />~~'~ ' motion of Commissioner Laai ar, seconded by Commissioner Flland, it w¢s ordered that <br />i Mr, Carson be permitted to take the oath of constable but can not act in this <br />~, ` capacity until h1a bond is presented to S. M. Gattla and is approved by the county <br />' ~ t'-' ~ attorney. Chairman Hobbs adminiaterad the oath of office to Mr. Ao gars and Mr. Thomas, <br />IIpon motion by Commissioner LenSer, seconded by Commissioner Walker, the law <br />firm of Graham & Ranson was appointed as county attorney for a term of two years. <br />' IIpon motion by Commissioner Welker, seconded by Commissioner Ray, Mr. L. J. <br />Phipps was re-appoint ad as Judge of the county recorder's court for the regular <br />i tenure in oTTic a. <br />After a discussion of the problem of the vnoaid fines and court costs of the <br />recorder's court the Hoard decided to talk with Sudge L. J. Phipps and Mr. J. @. <br />LeGrnnd, <br />IIpon motion by Commissi ~~er Lnnier, seconded by Cammisaioner Efland, it was <br />ordered that a financial report be submitted each month by the Clark's office on <br />the recorder's court fees which are unpaid. The list 1s to include all unpaid <br />accounts to date. Each month the names of pare ens not paying Bald fines Ss to be <br />added to Bald lie t. <br />Mr. Allen Walker, Coroner, ~eques tad that the Hoard re-appoint Mr. G. A. <br />Cannady, as Aas is taut Coroner. Upon motion by Codssi oner Efland, seconded by <br />Commissioner Wniker, Mr. Cannady was re-appointed as Aseis tent Coroner. <br />IIpon motion of Comm! aeloner Efland, seconded by Commissioner Ray, Mr. 5. L,' Lloyd, Hingham; and Henry Heath, Cheeks. <br />IIpon motion of Commisai oner Etl¢nd, seconded by Commissioner Ray, it was <br />ordered that the depository agreements previously entered into between the County <br />and Durham Bank and Trust Company, Hillsboro Branch, Benk of Chapel Aill and The <br />IIniversity National Bank of Chapel Ail,l be renewed. <br />Tha need of a person to fi.l.l the vacancy of Civil Dafensa Director was <br />- '~ discussed. It was suggested that the Board try and find a suitable person by their <br />... next meeting and at that time make this appointment. <br />i <br />A committee from the Buckhorn community presented a road petition and requested <br />that the Board make a rec ommandation to the State Highway and Public Works Commission <br />' for the stnb111zati on of the road which Sa about three (3) miles in length. The <br />committee was advised to appear at the next distrlet meeting of the 9tata Hl mhway <br />and Public Works Commission sad present the road petition to them along with the <br />' recowaendat ion from the County Honrd that sold ro¢d needed immediate attention. <br />The Clerk to said Hoard was requested to notify Mr. Rainey T. Rawkina, 1,06 West <br />- ~ Center Street, Mebane, N, C., about the next dis trlct meeting. <br />- Mr. Gattis made n request on behalf of Misa Sue Hayes, owner of the building <br />in which the Health Department Ss nvw housed, for payment of water damages to the <br />rubber matting in said building. MSas Hayes stet ad that at sometime water in an <br />excess amount was used on said floor loosing the glue which held the rubber <br />matting and had resin tad in the snreadi ng and bucking of said antting, leaving it <br />in a dangerous condl ti on. The Honrd raques tad Mr. Ga ttla to advise Misa Hayes that. <br />they had no authority to pay for damages incurred by the Henlth Department. <br />~''~ Upon motion by Commissioner Lanier, seconded by CommSasl oner EClend, it was <br />S ordered that Enaxg B, Denny, Jr.,.Attoraey, of Chapel Rill be allowed to proceed <br />! J. Phipps and tdr. J. P. Le Gr¢nd appeared before the Bonrd each stated <br />that ha would accept the paw appointments for the office he now holds. The Hoard <br />informed both that theg were quite concerned over the amount oT unpaid fines and <br />casts in the recorder's court. Sheri tf Odell Clayton and Assistant Clerk of Court, <br />Lucius M. Cheshire, were called before the Hoard to discuss the matter of said <br />'. unpaid Sloan and costs, each were asked to coooera to Sn helping to alle via to the <br />problem. The Board requested that the Clerk's office prepare an alphabetical <br />
