ITEM FOR DECISION - Property Transfer to Pines Community Center, Inc. <br /> Purpose: To adopt a resolution authorizing the donation transfer of property by <br /> the Orange County Housing Authority to the Pines Community Center, Inc. for the <br /> purpose of developing affordable homeownership opportunities and authorize the Chair <br /> Housing Authority to enter into a Performance Agreement with this entity <br /> for this purpose and authorize the Chair to execute the Agreement on behalf of the <br /> Housing Authority. <br /> Background: On May 4, 1992, the Orange County Housing Authority Board <br /> accepted the property transfer of three lots from the Orange County Board of <br /> Commissioners. These lots are identified by Tax Map Reference 7.100.C.10, 7.100.C.1 OA <br /> and 7.91.H.7 and are located on Wentworth Street and Edwards Street in the Pine Knolls <br /> neighborhood of the Town of Chapel Hill. The Housing Authority agreed that these lots <br /> would be conveyed to Habitat for Humanity of Orange County (HHOC) for the <br /> development of affordable housing in collaboration with the Knolls Neighborhood <br /> Development Association (KNDA). Since that time, KNDA on behalf of the Pines <br /> Community Center, Inc. has requested that the Housing Authority convey these <br /> properties directly to the Pines Community Center, Inc. (this is the incorporated <br /> representative of KNDA) instead of HHOC. KNDA and Pines Community Center now <br /> wishes to develop and sell the proposed homes without collaborating with HHOC as <br /> originally proposed. <br /> KNDA and Pines Community Center proposes the creation of twenty (20) <br /> affordable homeownership opportunities in the Pine Knolls Community targeted for <br /> families at or below 60% of median income. The proposed plan includes a combination <br /> of techniques to achieve this goal. They include: moving houses onto vacant lots in the <br /> neighborhood, rehabilitating existing houses in the neighborhood, and constructing new <br /> dwellings (possibly using modular technologies). The proposed houses would be <br /> scattered throughout the Knolls neighborhood in an effort to revitalize the community and <br /> preserve the neighborhood's character. <br /> The Association has recently received a revolving loan from the Town of Chapel <br /> Hill in the amount of$90,000 to finance their first two housing ventures. (The houses have <br /> been moved to an area off Merritt Mill Road and rehabilitation is in process utilizing a <br /> creative sweat equity method.) These funds will be used to move and rehabilitate two <br /> houses. Upon completion, the houses will be sold to a low-income homebuyer and the <br /> $90,000 would be available to use again for two additional houses. This process will be <br /> repeated until the twenty (20) units are completed. <br /> The donation transfer of these three lots would provide KNDA and the Pines <br /> 1 <br />
