2 <br /> SERVICES PROVIDED <br /> The fee includes the following services: <br /> 1. Programming, which includes, among other things, discussions with the various <br /> proposed occupants and begins to define the space and how it should function. <br /> 2. Studying the re-use of the existing house and how it might fit into the picture. <br /> 3. Studying the feasibility of a multi-function space which could also be used as a <br /> Commissioners meeting room. <br /> 4. Design development of a facility not to exceed 30,000 square feet. <br /> 5. Obtaining all approvals required by various regulatory agencies, eg. Special Use <br /> Permit (SUP) from the Town of Chapel Hill. <br /> 6. Preparation of all documents necessary for bidding and construction. <br /> 7. Twelve (12) months of construction administration. <br /> DIFFERENCES BETWEEN SOUTHERN HUMAN SERVICES BUILDING (SHS) AND GOVERNMENT <br /> SERVICES BUILDING (GSC) CONTRACTS <br /> You will note several differences between this contract and the contract for the Government <br /> Services Center(GSC) Project. The differences are more easily understood within the context of the <br /> expectations for this building as expressed by the planning committee and the proposed building <br /> occupants. First, it is anticipated that the Southern Human Services Building (SHS) will be less <br /> conventional than any other structure which the County has undertaken. From a functional <br /> perspective, the Human Services Department heads have expressed a desire to create a facility <br /> which acknowledges the changing needs of human service delivery. From an environmental <br /> perspective, the planning committee had as their driving premise the idea of efficient use of <br /> renewable energy sources in building materials, while creating an innovative and environmentally <br /> sustainable building.Each of these areas present new challenges to whatever design team we retain. <br /> Compared to the GSC contract, you will note these cost differences: <br /> 1. Basic service package for GSC was $231,000. <br /> Basic service package for SHS is $267,600, a 15.8% increase. <br /> Components which make up this increase include the following: <br /> a. There is $15,000 additional money in the SHS for additional project <br /> complexity and to coordinate a greater number of consultants than was the case with GSC. Since <br /> many of the ideas which are explored during the design of this building are not"business as usual", <br /> there will be considerably more time required of the architects and their consultants to research and <br /> verify the feasibility of the use of building products and equipment. <br /> b. There is a total of$65,000 included for construction administration in <br /> the SHS project. Although this is an additional $15,000 than was included in the GSC project, the <br /> need for supervision of the potentially specialized equipment, coupled with the fact that the actual <br /> hours spent for GSC were approximately$68,000(although Hakan/Corley billed only for the contract <br /> amount) serves to justify the request. <br /> c. There is an additional$1,400 included for meetings which require the <br /> involvement of the architects and/or their consultants. The planning committee has requested to be <br /> more involved in the project than was true of the GSC planning committee. It is anticipated that 3-4 <br /> additional meetings at critical project milestones will be needed. <br /> d. Compared to the GSC, there is an additional $9,000 allowed for civil <br /> engineering work. Since this site will require parking lot development, as opposed to parking lot <br /> enhancement as was the case at GSC, and since a new access road must be developed,there will <br /> need to be more hours spent on the SHS project. <br />
