2 <br /> Grant Projects Ordinances <br /> Included in the 1993-94 budget are short-term State and Federally funded projects which are <br /> accounted for in a separate fund and are shown in the section "Other Funds." The attached list of <br /> grant projects shows the appropriation of funds for these projects. No County funds are required for <br /> these projects. <br /> Capital Projects Ordinances <br /> Each year the Board of Commissioners adopts a five year Capital Improvements Plan for County and <br /> School capital projects. To set this plan into motion, capital project ordinances which appropriate the <br /> funds for the projects must be approved by the Commissioners. The attached summary provides a <br /> listing of the projects in which new or revised capital ordinances are necessary. In some cases, <br /> where no new funds are appropriated but the project continues, an ordinance is necessary to extend <br /> the project date. <br /> Changes made to the Manager's Recommended Capital Improvements Plan as submitted in March <br /> 1993, are shown in the Resolution of Intent to Adopt the 1993-94 budget, Section 9. <br /> Salary Schedule <br /> Based on the actions taken at the June 23, 1993, worksession, the Orange County Salary Schedule <br /> effective July 6, 1992, is to be amended to include a two percent cost of living increase to be <br /> effective July 5, 1993. <br /> Classification and Pay Plan <br /> Included in the "Resolution of Intent to Adopt the 1993-94 Budget" are new class titles with the <br /> assigned salary grades. These positions include an Assistant Fire Marshal, salary grade 67; Solid <br /> Waste Center Operator, salary grade 56; and, Telecommunications Calltaker, salary grade 60. In <br /> addition, the Emergency Communications Data Technician class title includes a salary grade revision <br /> from salary grade 63 to salary grade 64. <br /> Also included in the Resolution is the Board's decision to continue the current merit program in 1993- <br /> 94. The performance ratings and corresponding merit amounts are as follows: <br /> Performance Rating Merit Increase <br /> Unsatisfactory None <br /> Needs Improvement None <br /> Effective 1.25% <br /> Highly Effective 2.5% <br /> Outstanding Achievement 3.75% <br />
