ATTACHMENT IV <br /> 19 <br /> MISSION OF ORANGE COUNTY CHILD CARE PARTNERSHIP : <br /> To develop long range collaborative commitments among all organizations, agencies, <br /> and providers contributing to 0-5 child care to maximize their comprehensiveness, <br /> effectiveness, quality, access, delivery, and improvement. <br /> ORGANIZATIONAL PURPOSE : <br /> To act as a planning, coordinating, inspirational, and supporting body, rather than a <br /> service provider <br /> PRINCIPLES TO GUIDE CHILD CARE PARTNERSHIP PROGRAM PLANNING <br /> The recommended program(s) will: <br /> Be collaborative in design and execution <br /> Be Family-focussed and child-centered (as opposed to agency-, program-, or <br /> problem-centered) <br /> Address all elements of the Symposium Vision (or identify those which it is decid- <br /> ed not to include) <br /> Be inclusive of all institutions, agencies, and providers concerned with the securi- <br /> ty, health, nutrition, education, well-being and welfare of children 0-5. <br /> Be designed to build upon the combined strengths and contributions of existing <br /> services, agencies and institutions, rather than creating new ones where <br /> satisfactory capability already exists <br /> Concentrate on improving coordination, quality, delivery, access, and comprehen- <br /> siveness rather than merely channelling resources. <br /> Devote an appropriate portion (e.g., @40%?) of new resources to the enhancement <br /> of existing services where the need can be satisfied within the guiding <br /> principles of collaboration and comprehensiveness. <br /> Provide equity in service delivery for all children in the County. <br /> Design delivery systems to ensure that no child will be denied services because of <br /> lack of access or resources <br /> Recognize the value of service deliverers <br /> Be of high quality and replicable in other counties and communities <br /> Respect the diversity of young children and their families and be inclusive of that <br /> diversity <br /> (6/15/93 - Draft 3) <br />
