ATTACHMENT IV 19 MISSION OF ORANGE COUNTY CHILD CARE PARTNERSHIP : To develop long range collaborative commitments among all organizations, agencies, and providers contributing to 0-5 child care to maximize their comprehensiveness, effectiveness, quality, access, delivery, and improvement. ORGANIZATIONAL PURPOSE : To act as a planning, coordinating, inspirational, and supporting body, rather than a service provider PRINCIPLES TO GUIDE CHILD CARE PARTNERSHIP PROGRAM PLANNING The recommended program(s) will: Be collaborative in design and execution Be Family-focussed and child-centered (as opposed to agency-, program-, or problem-centered) Address all elements of the Symposium Vision (or identify those which it is decid- ed not to include) Be inclusive of all institutions, agencies, and providers concerned with the securi- ty, health, nutrition, education, well-being and welfare of children 0-5. Be designed to build upon the combined strengths and contributions of existing services, agencies and institutions, rather than creating new ones where satisfactory capability already exists Concentrate on improving coordination, quality, delivery, access, and comprehen- siveness rather than merely channelling resources. Devote an appropriate portion (e.g., @40%?) of new resources to the enhancement of existing services where the need can be satisfied within the guiding principles of collaboration and comprehensiveness. Provide equity in service delivery for all children in the County. Design delivery systems to ensure that no child will be denied services because of lack of access or resources Recognize the value of service deliverers Be of high quality and replicable in other counties and communities Respect the diversity of young children and their families and be inclusive of that diversity (6/15/93 - Draft 3)
