14 <br /> GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 1993 <br /> 1 shall adopt rules regarding staff-child ratios, group sizes and multi- <br /> 2 age groupings for each category of facility other than for infants <br /> 3 and toddlers, provided that such these rules shall <br /> 4 be no less stringent than those currently required for staff-child <br /> 5 ratios as enacted in Section 156(e) of Chapter 757 of the 1985 <br /> 6 Session Laws. The staff-child ratios and group sizes for infants and <br /> 7 toddlers shall be no less stringent than as follows: <br /> 8 Age Ratio Group Size <br /> 9 0 to 12 months 5 10 <br /> 10 12 to 24 months 6 <br /> 12 <br /> 11 <br /> 2 to 3 years 10 20." <br /> 12 (ci) Notwithstanding any other provision of law to the contrary, religious <br /> 13 sponsored facilities operating under G.S. 110-106, and not receiving any State or federal <br /> 14 child care subsidies, including subsidies paid by the State or local service agency directly <br /> 15 to the facility or to the parent of a child enrolled in the facility, shall have until June 30, <br /> 16 1994 to comply with the lower staff-child ratios for children under age 3 if the religious <br /> • 17 sponsored facility files with the Department of Human Resources a notice of intent to <br /> 18 delay compliance with the ratios and a statement of assurance that the facility will not <br /> '' 19 accept any public child-care subsidy funds until compliance with the ratios is achieved. <br /> 20 All religious sponsored facilities shall comply fully with the provisions of G.S. 110-91(7) <br /> 21 by July 1, 1994. <br /> 22 (d) Of the funds appropriated to the Department of Human Resources <br /> 23 the sum of one million seven hundred fifteen thousand two hundred six dollars <br /> 24 ($1,715,206) for the 1993-94 fiscal year and the sum of two million two hundred <br /> 25 sixteen thousand two hundred ninety-three dollars ($2,216,293) for the 1994-95 fiscal <br /> 26 year, shall be used to increase the reimbursement rate for day care providers to <br /> 27 implement subsection (c) of this section. <br /> 28 <br /> 29 Requested by: Representatives Nye and Easterling <br /> 30 EARLY CHILDHOOD EDUCATION AND DEVELOPMENT INITIATIVES PLAN <br /> 31 Sec. 255. Counties participating in the Early Childhood Education and <br /> r` 32 Development Initiatives authorized by Part 10B of Article 3 of Chapter 143B of the <br /> `.}F., 33 General Statutes, if enacted by the 1993 General Assembly by the effective date of <br /> 34 this act, may use the county's allocation of State and federal child care funds to <br /> 35 subsidize child care according to the county's Early Childhood Education and <br /> - 36 Development Initiatives Plan as approved by the Department of Human Resources. <br /> ; 37 The use of federal funds shall be consistent with the appropriate federal regulations. <br /> 38 Day care providers shall, at a minimum, comply with the applicable requirements for <br /> 39 State licensure or registration pursuant to Article 7 of Chapter 110 of the General <br /> 40 Statutes, with other applicable requirements of State law or rule, including rules <br /> 41 adopted for nonregistered day care by the Social Services Commission, and with <br /> '1'+ 42 applicable federal regulations. <br /> t 43 <br /> 44 Requested by: Representatives Easterling and Nye <br /> 45 CHILD DAY CARE REVOLVING LOAN FUND <br /> 46 Sec. 256. Notwithstanding any law to the contrary, funds budgeted for <br /> ,', 47 the Child Day Care Revolving Loan Fund may be transferred to and invested by the <br /> ;i 48 financial institution contracted to operate the Fund. The principal and any income <br /> 49 to the Fund may be used to make loans, reduce loan interest to borrowers, serve as <br /> 50 collateral for borrowers, pay the contractor's cost of operating the Fund, or to pay the <br /> ;w 51 Department's cost of administering the program. <br /> 52 <br /> 53 Requested by: Representatives Nye and Easterling <br /> i� <br /> ,= Senate Bill 27 Page 143 <br />
