<br /> 1 demonstration projects. The 12 local demonstration projects developed and
<br /> 2 implemented shall be located in the 12 congressional districts, one to a district.
<br /> 3 An existing local, private, nonprofit 501(c)(3) organization in the community may
<br /> 4 apply to serve as the coordinator of a demonstration project if the governance of the j;
<br /> 5 project meets the objective of decision making by a broad range of public and private
<br /> 6 health and human services providers. --,
<br /> 7 (c' Funds appropriated to be allocated to the local demonstration projects for :
<br /> 8 services to children and families shall be used to expand coverage and improve the
<br /> 9 quality of services. These funds shall not be allocated to any local demonstration
<br /> 10 project until the Secretary of the Department of Human Resources, upon r:
<br /> 11 recommendation of the North Carolina Partnership for Children, Inc., has approved A;
<br /> 12 its final local plan.
<br /> 13 (d) Funds appropriated to support the local strategic planning process and
<br /> 14 activities of the North Carolina Partnership for Children. Inc„ the local nonprofit
<br /> 15 organizations, and start-up and related activities shall be available for these purposes
<br /> 16 upon the effective date of enactment of this Part.
<br /> 17 (e) Communities shall be given the maximum flexibility and discretion practicable d
<br /> 18 in developing their plans. Depending on local, regional, or statewide needs, funds,
<br /> 19 may be used to support such activities and services as day care services, start-up
<br /> 20 funding, conforming to licensing and building code requirements, in-home visitation,
<br /> 21 parent training programs, quality enhancement, technical assistance, needs and L a.
<br /> 22 resource assessments. infant tracking, evaluation, child care resource and referral
<br /> 23 services, educational enrichment, staff and organizational development, leadership
<br /> 24 and administrative development, technology assisted education, strategic `visioning'
<br /> 25 and 'tannin. .rocesses and other a. •ro i riate services includin! local administrative
<br /> 26 support.
<br /> 27 (f) The Department of Human Resources, in cooperation with the North Carolina
<br /> 28 Partnership for Children, Inc., shall develop a needs and resource assessment for each
<br /> 29 of the counties unserved by the demonstration projects. Of the funds appropriated to
<br /> 30 it to implement this Part, the Department may make available up to ten thousand
<br /> 31. dollars ($10,000) per county for one year to an appropriate private nonprofit entity or
<br /> 32 to the county to perform this assessment.
<br /> 33 (g) The Department of Human Resources, in cooperation with the North Carolina
<br /> 34 Partnership for Children. Inc., shall adopt any rules necessary to implement this
<br /> 35 section.
<br /> 36 Sh) The Department of Human Resources shall report to the General Assembly
<br /> 37 and the Governor by April 1, 1994. and by March, 1, 1995, on the results of all the ,
<br /> 38 local demonstration projects' work, including all details of the use to which the
<br /> 39 allocations were put, and on the continuing_plans of the North Carolina Partnership
<br /> 40 for Children, Inc.. and of the Department of Human Resources, together with
<br /> 41 legislative proposals. including proposals to implement the program statewide, and
<br /> 42 including appropriations requests."
<br /> 43 (b) Of the funds appropriated to the Department of Human Resources,
<br /> 44 the sum of twenty million dollars ($20,000,000) for the 1993-94 fiscal year and the
<br /> 45 sum of twenty-eight million four hundred forty thousand dollars ($28,440,000) for the
<br /> 46 1994-95 fiscal year to implement subsection (a) of this section. From the funds
<br /> 47 appropriated by this subsection, the Department shall provide funds for services
<br /> 48 prescribed in subsection (a) of this section for necessary State, regional, and local
<br /> 49 administration of this Part, and for the activities of the North Carolina Partnership for
<br /> 50 Children, Inc., consistent with the provisions of subsection (a) of this section.
<br /> 51 (c) Effective January 1. 1994, G.S. 110-91(7) reads as rewritten:
<br /> J7 "(7) Staff-Child Ratio. -- In determining the staff-child ratio, all
<br /> J3 children younger than 13 years shall be counted. The Commission
