<br /> _ 2 EARLY CHILDHOOD EDUCATION AND DEVELOPMENT INITIATIVES
<br /> 3 Sec. 254. (a) Article 3 of Chapter 143B of the. General Statutes is
<br /> 4 amended by adding a new Part to read:
<br /> 5 "Part 10B. Early Childhood Initiatives.
<br /> ,'> 6 "§ 143B-168.10. Early childhood initiatives; findings.
<br /> 7 The General Assembly finds, upon consultation with the Governor, that every
<br /> ?: 8 child can benefit from, and should have access to. high quality childhood education
<br /> 9 and development services. The economic future and well-being of the State depend
<br /> 10 upon it. Throughout the State. however, a shortage of high quality, comprehensive
<br /> 11 programs is approaching crisis proportions. The effects of this crisis cut across all
<br /> 12 boundaries of race, sex, and income.
<br /> 13 "§ 143B-168.11. Early childhood initiatives; intent; North Carolina Partnership for
<br /> 14' Children, Inc.
<br /> 15 It is the intent of the General Assembly, upon consultation with the Governor, to
<br /> 4; 16 support through financial and other means, the North Carolina Partnership for
<br /> 17 Children, Inc., a nonprofit corporation, which has as its mission the development of a
<br /> 18 comprehensive, long-range strategic vision for early childhood development and the
<br /> ,, 19 provision, through public and private means, of high quality early childhood
<br /> 20 education and development services for children and families.
<br /> 21 "§ 143B-168.12. Early childhood initiatives; North Carolina Partnership for Children,
<br /> 22 Inc.; conditions; powers and duties; local demonstration projects; statewide needs and
<br /> 23 resource assessment; rule making; reporting requirements.
<br /> 24 (a) As a condition for receiving funds appropriated to the North Carolina
<br /> 25 Partnership for Children, Inc., members of the Board of Directors of the North •
<br /> 26 Carolina Partnership for Children, Inc., shall consist of four ex officio members and
<br /> 27 25 appointed members. The four ex officio members shall be the Secretary of the
<br /> d,' 28 Department of Human Resources, the Secretary of the Department of Environment,
<br /> 29 Health, and Natural Resources, the Superintendent of Public Instruction, and .the
<br /> 30 President of the Department of Community Colleges. The appointed members shall
<br /> 31 be appointed as follows: four by the Speaker of the House of Representatives, four
<br /> 32 by the President Pro Ternpore of the Senate, and 17 by the Governor.
<br /> >' 33 As a further condition for receiving funding, the North Carolina Partnership for
<br /> 34 Children, Inc., shall agree that it shall adopt procedures for its operations that are
<br /> t 35 similar to those of Article 33C of Chapter 143 of the General Statutes, the Open
<br /> 36 Meetings Law, and Chapter 132 of the General Statutes, the Public Records Law, and
<br /> ,s 37 provide for enforcement by the Department. The State Auditor shall, at the expense
<br /> 38 of the corporation, conduct an annual audit that was discretionary under G.S. 159-
<br /> 39 40(b).
<br /> 40 (b) As a condition for receiving funding appropriated to it the North Carolina
<br /> ;. 41 Partnership for Children, Inc., shall oversee the development and implementation of
<br /> ::: 42 12 local demonstration projects: Each demonstration project shall be coordinated by
<br /> 43 a new local, private. nonprofit 501(c)(3) organization responsible for developing a
<br /> 44 comprehensive, collaborative, long-range plan of services to children and families in
<br /> 45 the service-delivery area. The board of directors of each local nonprofit organization
<br /> 46 shall consist of no more than 20 members, including representatives of public and
<br /> °' 47 private nonprofit health and human service agencies, day care providers, the business
<br /> 48 community. foundations, county municipal governments, local education units,
<br /> 4 49 and families. The Department of Human Resources, in cooperation with the North
<br /> 50 Carolina Partnership for Children, Inc., may specify in its requests for applications
<br /> 51 the local agencies that shall be represented on the Board.
<br /> 52 The Department of Human Resources shall develop a statewide process, in
<br /> _ 53 cooperation with the North Carolina Partnership for Children, Inc., to select the local
