Mission of County Child Chapel Hill -968-4501 <br /> Care Partnership Mebane -227-2031 <br /> Durham -688-7331 <br /> PURPOSE: <br /> To receive a report from the Orange County Child Care Resources Task <br /> Force and consider the Task Forces ' requests. <br /> BACKGROUND: <br /> At the June 7th Commissioners meeting John Walker, Anita Daniels, <br /> and Sue Russell presented a request for Commissioners ' support in <br /> developing a Smart Start program in Orange County. This program <br /> would improve standards and incentives for early childhood program <br /> across North Carolina. As Attachment I (P3) indicates, twelve <br /> initial public-private partnerships would be funded with one county <br /> from each congressional district begin chosen by a state-wide panel. <br /> Based on present information, each of the twelve counties selected <br /> will received approximately 1 million dollars to improve and expand <br /> child care service. A non-profit public-private partnership <br /> embodied in a new private, non-profit 501 (c) (3) would be the entity <br /> to establish a plan and become the conduit for channeling the <br /> funding to appropriate child care service providers. (See <br /> Attachment II Proposed Legislation) . <br /> At the June 7th meeting the, Commissioners requested additional <br /> information and requested responses to specific questions which are <br /> included in Attachment III. In addition, the Task Force has <br /> developed a Mission Statement and a list of Principles to guide the <br /> program planning as provided in Attachment IV. <br />
