In the spring of 2002, the various local governments <br />decided that each local government would contract individually with the service provider of their <br />choosing for HHW services. The original joint service contract, coordinated by Triangle J <br />COG's, was necessary due to the newness of these types of programs in this area and the <br />need to offer an attractive bid package to the vendors. It included five governments (Durham <br />City and County, Chatham County, Wake County and Chapel Hill (the Orange County <br />administrator). The contract eventually became cumbersome as the various partners <br />developed different priorities, schedules, operational approaches, etc. and Wake County asked <br />to withdraw, followed by the other partners. This dissolution also allowed Orange County to <br />move to permanent collections prior to the other jurisdictions. The Interlocal Government <br />agreement still exists that allows for each of these jurisdictions to utilize the others HHW <br />programs. <br />In June of 2002, the BOCC approved a contract with ECOFLO, Inc. for the provision of HHW <br />and CESQG services. This contract authorized athree-year initial term, with atwo-year <br />extension. That June ECOFLO began operating Orange County's HHW Program based at the <br />County's permitted facility at the Orange County Landfill. In the spring of 2003, the HHW <br />program transitioned from holding collection events on the first Saturday of the month to <br />operating afull-time year round collection program accepting household hazardous waste four <br />days per week. The June 2002 agreement also allowed for small businesses, non-profits, and <br />other public agencies within Orange County generating less than 100 Kg of hazardous waste <br />
