Map of Proposed Priority Projects (Under Separate <br />Cover) <br />INFORMATION CONTACT: <br />Craig Benedict, 245-2592 <br />Karen Lincoln, 245-2594 <br />PURPOSE: To consider endorsing projects and/or comments regarding priority transportation <br />projects for inclusion in the North Carolina Department of Transportation (NCDOT) 2009-2015 <br />Transportation Improvement Program (TIP). <br />BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adopts a multi- <br />year State Transportation Improvement Program (STIP) that specifies needed transportation <br />improvements across the state. The process starts with local jurisdictions drafting local <br />transportation priority lists. Federal and state regulations provide for public input into the process. <br />"The Transportation Improvement Program contains funding information and schedules for the <br />State Transportation Divisions including Highways, Aviation, Enhancements, Public Transportation, <br />Rail, Bicycle and Pedestrian, and the Governor's Highway Safety Program", and is the major tool for <br />implementation of locally adopted transportation plans. <br />Orange County submits two priority lists for the Transportation Improvement Program. <br />• Protects within the Metropolitan Area Boundary (MAB) of the Durham-Chapel Hill-Carrboro <br />(DCHC) Metropolitan Planning Organization (MPO) must be submitted by the MPO in a <br />regionally prioritized list. The MPO is asking local jurisdictions to submit local priority lists to the <br />MPO by June 15, 2007. <br />• Projects within the rural areas of Orange County that are outside the MAB are submitted to <br />NCDOT through the Triangle Area Rural Planning Organization (TARPO). Rural Planning <br />Organizations must submit their regional list to the North Carolina Department of Transportation <br />by August 6, 2007. The Rural Transportation Advisory Committee (RTAC) meets every other <br />month, and must approve the regional rural priority list at its meeting June 14, 2007, in order to <br />meet that deadline for submitting the priority list to NCDOT. <br />
