Article 7: Subdivisions 71 <br /> Section 7.12: Flexible Developments <br /> (B) To accomplish this goal, greater flexibility and creativity in the design of such <br /> developments is encouraged and allowed. Specific objectives are as follows: <br /> (1) To preserve areas of the county with productive soils for continued agricultural <br /> and forestry use by preserving blocks of land large enough to allow for efficient <br /> operations. <br /> (2) To encourage the preservation and improvement of habitat for various forms of <br /> wildlife and to create new woodlands through natural succession and <br /> reforestation where appropriate. <br /> (3) To minimize site disturbance and erosion by retaining of-existing <br /> vegetation and avoiding development on steep slopes. <br /> (4) To preserve open land, including those areas containing unique and sensitive <br /> features such as natural areas and wildlife habitats, steep slopes, streams, <br /> wetlands, and floodplains. <br /> (5) To preserve scenic views and elements of the county's rural character;and to <br /> minimize perceived density by minimizing views of new development from <br /> existing roads. <br /> (6) To preserve and maintain historic and archaeological sites and structures that <br /> serve as significant visible reminders of the county's social and architectural <br /> history. <br /> (7) To provide for the active and low impact recreational needs of county residents, <br /> including implementation of the Master Recreation & Parks Plan. <br /> (8) To provide greater efficiency in the siting of services and infrastructure by <br /> reducing road length, utility runs, and the amount of paving for development. <br /> (9) To create compact neighborhoods accessible to open sppace-Common Open <br /> Space amenities and with a strong identity. <br /> (9}(10) To strategically organize and preserve Common Open Space areas within the <br /> context of their surroundings and greater community. <br /> 7.13.27.12.2 Applicability <br /> (A) All Flexible Development subdivision plats shall comply with the requirements and <br /> standards specified herein and in all respects with other applicable codes and ordinances <br /> to the extent that they are not in conflict with these provisions. <br /> (B) Flexible Developments located within the Stoney Creek Basin Overlay District shall <br /> comply with provisions of Section 4.8 of this Ordinance. <br /> (C) The Village Option for a Flexible Development shall not be located in the Rural Buffer <br /> (RB)zoning district. <br /> (D) A e e __• --e_ . _= Subdividers seeking approval of a Minor Subdivision Final Plat by <br /> the Planning Department are encouraged to work with the Planning Department staff in <br /> identifying and preserving Common Open Space as part of such <br /> developments. <br /> (E) Flexible Developments shall comply with applicable density limits as detailed within <br /> Section 4.2 of this Ordinance.24 <br /> 24 Staff is adding language to ensure there is no confusion with respect to a project's compliance with established <br /> density limits. <br /> Orange County, North Carolina—Unified Development Ordinance Page 7-40 <br />
