During the hearing staff was directed to modify the proposed amendment as follows: <br />1. Add language requiring any subdivision proposing more than 5 lots to hold a <br />neighborhood information meeting consistent with existing notification requirements. <br />STAFF COMMENT: Language requiring the neighborhood information meeting is <br />denoted in blue text and contained within Section 2.14.2 of the revised text <br />amendment contained within Attachment 4. <br />2. Add language indicating open space will connect/be contiguous with open space on <br />adjoining parcels. <br />STAFF COMMENT: Requested language, denoted in blue text, is contained within <br />Section 7.8.1 of the revised text amendment contained within Attachment 4. <br />Staff was directed to complete the requested modifications and bring the matter back on the <br />consent agenda of a future BOCC meeting for action. Costs for the required legal advertisement will be paid from <br />FY2016-17 Departmental funds budgeted for this purpose. Existing Planning staff included in <br />the Departmental staffing budget will accomplish the work required to process this amendment. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this agenda item: <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes <br />and educational levels with respect to the development and enforcement of <br />environmental laws, regulations, policies, and decisions. Fair treatment means that no <br />group of people should bear a disproportionate share of the negative environmental <br />consequences resulting from industrial, governmental and commercial operations or <br />policies. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board approve the Statement of <br />Consistency as contained in Attachment 3 and approve the Ordinance amendment(s) as <br />contained within Attachment 4. <br />2
