<br /> <br /> <br />STATEMENT OF CONSISTENCY <br />OF A PROPOSED UNIFIED DEVELOPMENT ORDINANCE TEXT AMENDMENT <br />WITH THE ADOPTED ORANGE COUNTY 2030 COMPREHENSIVE PLAN <br /> <br /> Orange County has initiated an amendment to the Unified Development Ordinance <br />(UDO) to modify existing subdivision development requirements and review processes to <br />provide additional opportunities for the clustering of subdivision lots and preservation of open <br />space. <br /> <br />The Board of County Commissioners finds: <br />a. The requirements of Section 2.8 of the UDO have been deemed complete; and, <br />b. Pursuant to Sections 1.1.5, and 1.1.7 of the UDO and to Section 153A-341 of the <br />North Carolina General Statutes, the Board finds sufficient documentation within <br />the record denoting that the amendment is consistent with the adopted 2030 <br />Comprehensive Plan. <br />1. The amendment is consistent with applicable plans because it supports the <br />following 2030 Comprehensive Plan goals and objectives: <br />Chapter 2 Planning Principles of the Comprehensive Plan: <br />• Principle 2 – Sustainable Growth and Development: Growth and <br />development within the county should occur in a pattern, location, <br />and density that is sustainable over the long-term. <br />• Principle 4 – Natural Area Resource Preservation: Protection of the <br />County’s natural areas, including forests, wildlife, habitat, and other <br />important open spaces, should be a priority. The County should <br />work with regional and local organizations, the towns, and private <br />landowners to promote and achieve preservation of the County’s <br />important natural resources. <br /> <br />Chapter 4 Housing Element of the Comprehensive Plan: <br />• Housing Goal 1 – A wide-range of types and densities of quality <br />housing affordable to all in all parts of the County. <br />• Housing Goal 4 - Development ordinances and incentives that <br />promote inclusionary practices and housing options for all income <br />levels. <br /> <br />Chapter 5 Land Use Element of the Comprehensive Plan: <br />• Land Use Goal 1 – Fiscally and environmentally responsible, <br />sustainable growth consistent with the provision of adequate <br />services and facilities and a high quality of life. <br />• Land Use Goal 2 – Land uses that are appropriate to on-site <br />environmental conditions and features and that protect natural <br />resources, cultural resources, and community character. <br />• Land Use Goal 3 – A variety of land uses that are coordinated <br />within a program and pattern that limits sprawl, preserves <br />community and rural character, minimizes land use conflicts, and <br />supported by an efficient and balanced transportation system. <br />Attachment 3 <br />16
