4 <br /> <br />Flexible Design Minor Subdivision Under Proposed UDO Text Changes (8 lots) (maps) 1 <br /> 2 <br />Example: Glen Ellen in Concord, NH 3 <br /> 4 <br />PUBLIC OUTREACH 5 <br />• Staff sent invitation letters to land surveyors/developers who do regular work in Orange 6 <br />County. 7 <br />• Staff hosted two public outreach and input sessions with land surveyors/developers and 8 <br />the general public on July 20, 2016. 9 <br />• The outreach meetings were advertised via press release on the Orange County 10 <br />website. 11 <br />• Staff has continued dialogue with residents and design professionals vested in this 12 <br />amendment. 13 <br />• Staff presented these materials to the Orange County Commission for the Environment 14 <br />on October 10, 2016. 15 <br /> 16 <br />PROCESS 17 <br />STEP ONE – Submit UDO Amendment Outline Form 18 <br />• BOCC authorized Current Planning to proceed on May 5, 2016. 19 <br />• Public outreach meetings were held after staff received authorization from 20 <br />BOCC. 21 <br />STEP TWO – Ordinance Review Committee Meeting 22 <br />• The Ordinance Review Committee reviewed the proposed text amendment, 23 <br />heard a presentation from Environmental Health on off-site septic systems, and 24 <br />provided feedback to Planning staff at the ORC meeting on September 7, 2016. 25 <br />STEP THREE – Planning Board Meeting 26 <br />• The Planning Board reviewed the proposed text amendment and made a 27 <br />recommendation to the BOCC in compliance with Section 2.8.8. 28 <br />• The Planning Board voted unanimously to recommend approval of the text 29 <br />amendment. 30 <br />STEP FOUR – Quarterly Public Hearing 31 <br />• After considering these recommendations, the BOCC will deliberate, certify the 32 <br />record, close the public hearing, and render a final decision. 33 <br /> 34 <br />Recommendations 35 <br />1. Receive the proposed amendments. 36 <br />2. Conduct the public hearing and accept comment on the proposed amendments. 37 <br />3. Close the public hearing. (Note that, because this is a legislative decision, additional 38 <br />comments at a later date are permitted). 39 <br />4. Decide on one of the following options: 40 <br />a. Adopt the proposed amendments by approving the Statement of Consistency 41 <br />(Attachment 2) and Ordinance (Attachment 3); 42 <br />b. Defer a decision to a later BOCC regular meeting date; 43 <br />c. Refer the item back to the Planning Board for a specific purpose; or 44 <br />d. Deny the proposed amendments. (Note: Section 2.2.8 Effect of Denial on 45 <br />Subsequent Applications of the UDO states that no application for the same or 46 <br />similar amendment may be submitted for a period of one year. The one-year 47 <br />period begins on the date of denial.) 48 <br /> 49 <br />12
