Article 10: Definitions 102 <br /> Section 10.1: Definitions <br /> b) A"conservation-cluster"a each option where lot sizes are reduced and the land saved through <br /> such reductions is preserved as open space on separate lots owned and maintained through a <br /> homeowners association, a non-profit land conservancy or unit of state or local government; or <br /> c) A"village"or modified cluster a oasla-option where dwelling units are clustered around a village <br /> green and supporting shops, and the village is surrounded by open space; or <br /> d) Some combination of the above. <br /> Floating Zoning District; Floating Zone <br /> A zoning district that is defined in the text of the Ordinance but which is applied or mapped only upon the <br /> approval of a rezoning application/petition. <br /> Flood and Flooding <br /> A general and temporary condition of partial or complete inundation of normally dry land areas from the <br /> overflow of inland or tidal waters and the unusual and rapid accumulation of runoff of surface waters from <br /> any source. <br /> Flood Insurance <br /> The insurance coverage provided under the National Flood Insurance Program (NFIP). <br /> Flood Insurance Rate Map (FIRM) <br /> An official, adopted Orange County map, issued by FEMA, on which both the Special Flood Hazard Areas <br /> and the risk premium zones applicable to the county are delineated. These areas are incorporated within <br /> the official Zoning Atlas for Orange County as the Special Flood Hazard Area Overlay District. <br /> Flood Insurance Study (FIS) <br /> An examination, evaluation, and determination of flood hazard, corresponding water surface elevations (if <br /> appropriate), flood insurance risk zones, and other flood data in Orange County issued by FEMA. The <br /> FIS report contains corresponding flood profiles, as well as FIRMs. <br /> Flood Lamp <br /> See Outdoor Lighting, Flood Lamp. <br /> Floodlight <br /> See Outdoor Lighting, Floodlight. <br /> Floodplain or Flood Prone Area <br /> Any land area susceptible to being inundated by water from any source and is interchangeable terms. <br /> Floodplain Administrator <br /> The individual appointed to administer and enforce the floodplain management regulations. <br /> Floodplain Development Permit <br /> A document required for any disturbance within a mapped special flood hazard area prior to the <br /> commencement of any development activity. <br /> Floodplain Management <br /> The operation of an overall program of corrective and preventive measures for reducing flood damage <br /> and preserving and enhancing, where possible, natural resources in the floodplain, including but not <br /> limited to emergency preparedness plans, flood control works, floodplain management regulations, and <br /> open space plans. <br /> Floodplain Regulations <br /> This Ordinance, subdivision regulations, building codes, health regulations, special purpose ordinances, <br /> and other applications of police power, which control development in flood-prone areas.
