Harvey, Planner III, (919) 245-2597 <br />Craig Benedict, Director, (919) 245-2592 <br /> <br />PURPOSE: To consider action on Planning Director initiated text amendments to the Unified <br />Development Ordinance (UDO) modifying subdivision regulations, including modifications made <br />to address BOCC comments made at the November 21, 2016 Quarterly Public Hearing. <br /> <br />BACKGROUND: At the Public Hearing, staff indicated the goal of the proposal is to revise <br />existing development standards to encourage purposeful growth and development within the <br />county in a cost efficient manner (e.g. shorted roads and less area cleared for residential lots), <br />while promoting the perpetual and additional maintenance/preservation of common open space <br />areas. <br /> <br />The amendment, which is primarily related to rural area subdivisions, involves: <br />i. Elimination of the Cluster Development subdivision type, as currently contained in <br />Section 7.12 of the UDO, <br />ii. Revising existing language allowing the use of off-site septic for wastewater processing <br />consistent with State allowances, <br />iii. Allowing for lots to be clustered smaller than the 40,000 square foot limit as detailed in <br />Section 7.13.4 (B) (6) of the UDO, and <br />iv. Revising submittal and review processes to give greater flexibility to projects proposing <br />clustering of lots and dedication of open space. <br />For additional background information please refer to the Amendment Outline Form contained <br />within Attachment 1.
