She said MOY has risen to the point that it <br /> 7 can take on the MBK mission and carry it forward. She said MBK needs to go to the next level. <br /> 8 She said the names listed in the abstract were at the last meeting, where the recommendation <br /> 9 was made to move to MBK under MOY. She said there is support for MBK throughout Orange <br /> 10 County. <br /> 11 <br /> 12 PUBLIC COMMENT: <br /> 13 Carol McKanna said this sounds like a good program. She said she is a proud <br /> 14 conservative, and likes to have language that does not divide residents into different groups. <br /> 15 Bonnie Hammersley said since this is not a County organization, the best approach is <br /> 16 for the Board of County Commissioners to consider supporting the recommendation for MOY to <br /> 17 be the lead agency. She said there is no financial request at this time. <br /> 18 John Roberts said he had not looked at this item yet. <br /> 19 Commissioner Rich asked if this item is time sensitive. <br /> 20 Commissioner Price said this item has already been held up for a couple of months, and <br /> 21 she wanted to move this forward so MOY can apply for grant funding. <br /> 22 Chair Dorosin asked if it would hurt to defer to the December 13th BOCC meeting, to <br /> 23 allow John Roberts to review the status of the current County initiative. <br /> 24 There was Board consensus to defer this item until the December 13th BOCC meeting. <br /> 25 <br /> 26 d. Durham-Orange Light Rail Transit Project — Proposed "Non-Binding" <br /> 27 Memorandum of Understanding <br /> 28 The Board considered approving a proposed "non-binding" memorandum of <br /> 29 understanding with GoTriangle agreeing to cooperate with the municipalities within the County <br /> 30 and to work together to identify potential additional funding mechanisms to directly support the <br /> 31 D-O LRT Project and authorize the Chair to sign. <br /> 32 Jeff Mann, GoTriangle General Manager, and Danny Rogers, GoTriangle Project <br /> 33 Director, reviewed the following information: <br /> 34 <br /> 35 BACKGROUND: <br /> 36 At its November 15, 2016 meeting, the Board of County Commissioners (BOCC) received a <br /> 37 presentation from GoTriangle staff that included the status of the D-O LRT project, proposed <br /> 38 extension to North Carolina Central University (NCCU), and state, federal, and local funding <br /> 39 changes. The BOCC endorsed the extension of the D-O LRT project to NCCU, but deferred <br /> 40 any action to cooperate with municipalities in the County and to work together to identify, <br /> 41 develop, and implement additional funding mechanisms to directly support the D-O LRT Project <br /> 42 to a future meeting. <br /> 43 <br /> 44 An Orange County Assembly of Governments Meeting was held November 17, 2016 among <br /> 45 the BOCC and Towns of Carrboro, Chapel Hill, and Hillsborough. At this meeting, GoTriangle <br /> 46 presented the information previously shared with the BOCC to the larger group. There was <br /> 47 considerable discussion among the group of attendees regarding the importance of the project, <br /> 48 the increased local cost if the project were to move forward, and timeline for actions. <br /> 49 <br />
