(See above) <br /> 19 <br /> 20 7. Regular Agenda <br /> 21 <br /> 22 a. Recommendations of the Firearms Safety Committee <br /> 23 The Board received the recommendations of the Firearms Safety Committee, which <br /> 24 include rules regulating the safe discharge of firearms in Orange County and establishing an <br /> 25 educational campaign to increase awareness of firearms safety issues and deliberate as <br /> 26 necessary. <br /> 27 John Roberts reviewed the background information: <br /> 28 <br /> 29 BACKGROUND: This item was presented in similar form at the January 21, 2016 meeting by <br /> 30 Orange County Planning Staff as an amendment to the Orange County Code of Technical <br /> 31 Ordinances ("UDO") recommended by the Planning Board and at the February 16, 2016 <br /> 32 meeting. <br /> 33 <br /> 34 No decision on the item was made at those meetings and subsequently the Board of County <br /> 35 Commissioners ("BOCC") created the Firearms Safety Committee to consider issues related to <br /> 36 firearms safety and make a recommendation to the BOCC. <br /> 37 <br /> 38 The Firearms Safety Committee met multiple times from June through October and developed <br /> 39 recommendations. The proposed recommendations include (see attachment for full listing): <br /> 40 • An amendment to the Code of Ordinances that includes provisions prohibiting the <br /> 41 discharge of firearms while an individual is impaired, maintaining adequate backstops <br /> 42 for projectiles, and requires discharged projectiles to remain on the property on which <br /> 43 they are discharged. <br /> 44 • A recommendation that the BOCC direct the Department of Social Services and/or <br /> 45 Health Department to develop and distribute educational material on gun safety. <br /> 46 • A recommendation that the County collaborate with public and private organizations to <br /> 47 increase firearms safety awareness through training and distribution of safety materials. <br /> 48 <br />
