14 <br /> 1 Kim Woodard, Emergency Medical Services (EMS) Operations Manager, said these are <br /> 2 the first readings of the three convalescent ambulance services, and South Orange Rescue <br /> 3 Squad (SORS) is also applying for a renewal in Orange County. <br /> 4 Commissioner Jacobs said there was a time when Orange County EMS was called to <br /> 5 provide ambulance services. He said people were afraid to call because they could not pay <br /> 6 their bills, so Orange County developed a process to assist these will lower incomes. He said <br /> 7 he would like to track if paying for ambulance services is a problem for Orange County <br /> 8 residents, and review this in the future in case they need to subsidize this service for private <br /> 9 providers. <br /> 10 Kim Woodard said EMS would look into this. <br /> 11 Chair Dorosin asked if it would be reasonable to include a letter that goes with the <br /> 12 contract noting the concerns of the Board of County Commissioners, and that the issue will be <br /> 13 monitored. <br /> 14 John Roberts said yes. <br /> 15 Commissioner McKee asked if there are options either through the Department of Social <br /> 16 Services (DSS) or Health Department to help to pay these bills. <br /> 17 Kim Woodard said there is a service in place to address this issue. She said she has <br /> 18 made many referrals to this program with DSS, and it has been widely used and is only <br /> 19 applicable to Orange County residents. <br /> 20 <br /> 21 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to ask <br /> 22 staff to draw up a letter to attach to the contracts to indicate the Board's concerns, and to <br /> 23 approve all of the franchise agreements. <br /> 24 <br /> 25 VOTE: UNANIMOUS <br /> 26 <br /> 27 A motion was made by Chair Dorosin, seconded by Commissioner Jacobs to re- <br /> 28 consider item 6-g. <br /> 29 <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 6-g —Orange County Property Naming Policy <br /> 33 The Board considered approving the amended the Orange County Property Naming <br /> 34 Policy as directed by the BOCC at the November 10, 2016 work session. <br /> 35 Chair Dorosin said he wanted to vote against this policy, as he believes that it is overly <br /> 36 restrictive about naming facilities after those who are still alive. <br /> 37 Commissioner Price said the policy was changed to include living people. <br /> 38 Chair Dorosin said the exceptions in the ordinance read that if "one has made a <br /> 39 significant contribution to the development or the construction of a public building or facility" and <br /> 40 he finds this too narrow. He said it should say living persons who have made a significant <br /> 41 contribution to the life and well being of Orange County. <br /> 42 Commissioner Burroughs suggested that Commissioner Dorosin offer an amendment to <br /> 43 the policy. <br /> 44 Commissioner Price agreed and said that she thought Commissioner Dorosin's point <br /> 45 had already been accommodated in the policy previously. <br /> 46 <br /> 47 A motion was made by Commissioner Burroughs, seconded by Commissioner Price to <br /> 48 amend section 2.1.5b to say: living persons who secure funding and/or make a significant <br /> 49 contribution to the life and well-being of Orange County. <br /> 50 <br />
