8 <br /> 1 Orange County Voluntary Farmland Preservation Program <br /> 2 Voluntary and Enhanced Voluntary Agricultural Program <br /> 3 Orange County Board of Commissioners Meeting <br /> 4 December 5, 2016 <br /> 5 <br /> 6 Orange County VAD/EVAD Program <br /> 7 Benefits of Agricultural Districts <br /> 8 > Voluntary Agricultural District (VAD) is a 10 year commitment for farm to be in active <br /> 9 farm production, but the landowner can withdraw from the VAD at any time, for any <br /> 10 reason, with a 30 day notification to the Agri. Preservation Board. <br /> 11 > Enhanced Voluntary Agricultural District (EVAD) is an irrevocable 10 year <br /> 12 commitment to be in active farm production, therefore the "enhanced" qualifies farm for <br /> 13 up to 90% cost share rates and a priority for state and federal grants funds. <br /> 14 <br /> 15 Benefits include: <br /> 16 > Makes public more aware of the local agricultural and its vital role in the economics of <br /> 17 the county; <br /> 18 > Recorded notice of agricultural district property is recorded at County Land Records <br /> 19 office; <br /> 20 > Land search on all properties within a 1/2 mile radius has notification of the agricultural <br /> 21 status, therefore, the agricultural landowner has increased protection from nuisance <br /> 22 lawsuits. <br /> 23 > Agricultural Preservation Board can request public hearings for proposed condemnation <br /> 24 of VAD land and utility assessments may be suspended or waived on EVAD land if not <br /> 25 connected to the utility. <br /> 26 > Farm may receive up to 25% of gross sales from the sale of non-farm products and still <br /> 27 maintain its zoning exemption as a bona fide farm. (EVAD only) <br /> 28 > VAD District signs are placed on farms, for public to know location of VAD/EVAD farms. <br /> 29 <br /> 30 Paul and Patricia Bonham <br /> 31 Schley/Eno Agricultural District <br /> 32 Farm includes hay crops, pasture, wildlife habitat, and woodland/forestry acres <br /> 33 VAD = 116.85 acres (2 parcels) <br /> 34 <br /> 35 Michael Milligan and Alicia Carter <br /> 36 New Hope Agricultural District <br /> 37 Farm includes pumpkins, Christmas trees, chickens, and managed woodland/forestry acres. <br /> 38 VAD = 31.87 acres <br /> 39 (2 parcels) <br /> 40 <br /> 41 Beth Myers <br /> 42 Cedar Grove Agricultural District <br /> 43 Farm includes seasonal vegetables; tomatoes, peppers, onions, cabbages, etc. <br /> 44 EVAD = 12.15 acres <br /> 45 (1 parcel) <br /> 46 <br /> 47 Andrew B. Lloyd and Andy Lloyd <br /> 48 Lloyd Dairy Farm <br /> 49 High Rock/Efland Agricultural District <br /> 50 Farm includes soybeans, small grain and hay crops, and managed forestry/woodland. <br />
