1 <br /> 1 Attachment 4 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 REGULAR MEETING <br /> 6 December 5, 2016 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in regular session on Monday, December 5, <br /> 10 2016 at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> 13 Mark Dorosin, Barry Jacobs, (incoming Commissioner) Mark Marcoplos, (retiring <br /> 14 Commissioner) Bernadette Pelissier, Renee Price and Penny Rich <br /> 15 COUNTY COMMISSIONERS ABSENT: <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 18 Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 19 appropriately below) <br /> 20 <br /> 21 Chair McKee called the meeting to order at 7:07 p.m. <br /> 22 <br /> 23 Resolution of Commendation for Commissioner Bernadette Pelissier <br /> 24 <br /> 25 Chair McKee read the resolution: <br /> 26 <br /> 27 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 28 RESOLUTION OF COMMENDATION <br /> 29 FOR COMMISSIONER BERNADETTE PELISSIER <br /> 30 <br /> 31 <br /> 32 WHEREAS, the residents of Orange County elected Bernadette Pelissier to the Board of <br /> 33 County Commissioners in 2008 and re-elected her in 2012; and, <br /> 34 <br /> 35 WHEREAS, Bernadette Pelissier was elected Chair of the Board of Commissioners in 2011 and <br /> 36 again in 2012; and, <br /> 37 <br /> 38 WHEREAS, Bernadette has proven herself to be a dedicated and effective public servant who <br /> 39 has gained the respect of all who have known her in both the public and private sectors; and <br /> 40 <br /> 41 WHEREAS, prior to her election as a Commissioner, Bernadette served on the Orange County <br /> 42 Planning Board, Commission for the Environment, Special Transit Advisory Committee, <br /> 43 Shaping Orange County's Future Task Force, the Carolina North Leadership Advisory Council, <br /> 44 and also served in leadership roles as Chair of the Orange Chatham Sierra Club and Chair of <br /> 45 the OWASA Board; and <br /> 46 <br /> 47 WHEREAS, during her tenure as an Orange County Commissioner, Bernadette Pelissier has <br /> 48 shared her talent for leadership and public service through her work on numerous committees, <br /> 49 boards, and task forces focusing on regional transportation, environmental protection, and <br /> 50 improving jail conditions; and <br />
