Planning and Environmental <br /> 6 Health Staff presented materials related to conservation, open space, flexible design, and the <br /> 7 state's new guidelines for off-site individual septic systems. This item was then presented to the <br /> 8 Planning Board at its October 17, 2016 meeting. The Planning Board voted unanimously to <br /> 9 recommend approval of the Statement of Consistency contained in Attachment 2 and the UDO <br /> 10 text amendment package contained in Attachment 3. <br /> 11 <br /> 12 BOCC Quarterly Public Hearing <br /> 13 UDO Text Amendment <br /> 14 of Minor Subdivision Regulations — Item D.2 <br /> 15 November 21, 2016 <br /> 16 <br /> 17 Goal of the Amendment <br /> 18 • As directed by the BOCC on February 18, 2016, Planning staff is proposing <br /> 19 amendments to the UDO, providing additional opportunities for the clustering of <br /> 20 subdivision lots and the preservation of open space. <br /> 21 • The proposed amendments align with Housing and Land Use Goals in the <br /> 22 Comprehensive Plan. <br /> 23 • This amendment addresses a petition by the Commissioners to encourage the clustering <br /> 24 of residential lots and preserve open space. <br /> 25 <br /> 26 Objectives <br /> 27 1. Revise the sections of the UDO that conflict with other sections on flexible development <br /> 28 (i.e., a method of clustering); and <br /> 29 2. Offer additional opportunities in the UDO that encourage flexible development in rural <br /> 30 sections of Orange County. <br /> 31 Major UDO sections needing revision include: <br /> 32 • Section 2.14: Minor Subdivisions; <br /> 33 • Section 7.2.2: Minor Subdivisions; <br /> 34 • Section 7.8: Access and Roadways; <br /> 35 • Section 7.12: Cluster Developments; <br /> 36 • Section 7.13: Flexible Developments; and <br /> 37 • Section 10: Definitions <br /> 38 <br /> 39 Benefits of Flexible Development (AKA Cluster Development) <br /> 40 • Conserve significant tracts of open space while still preserving development values. <br /> 41 • Encourage recreational uses, such as hiking and biking. <br /> 42 • Preserve the rural character. <br /> 43 • Create open space buffers between homes and adjacent agricultural uses. <br /> 44 • Decrease impervious surface and built-upon areas. <br /> 45 <br /> 46 What This Amendment Will Not Do <br /> 47 • This amendment will not make changes to the Rural Buffer. Changing the Rural Buffer <br /> 48 would require amending the Joint Planning Agreement (JPA). <br /> 49 • It will not increase or decrease density limits or eliminate a conventional design option <br /> 50 for minor subdivisions. <br />
