27 <br /> 1 John Roberts said he has the language, and this more than a 10% change, and the <br /> 2 partners would have to review this. <br /> 3 Chair McKee said this is a decision point as to whether or not to proceed with the <br /> 4 project. <br /> 5 Jeff Mann said the Bus and Rail investment plan is being update, and will be brought <br /> 6 back to the Board for approval in the spring. <br /> 7 Commissioner Jacobs said he would like to hear the rest of the PowerPoint presentation <br /> 8 about NCCU. <br /> 9 Commissioner Rich said she did not hear an answer to Commissioner Pelissier's <br /> 10 question, as to whether the percentages of Durham County and Orange County can be looked <br /> 11 at again, or if it has already been voted on, and is set in stone. She said Durham is at 77% and <br /> 12 Orange-Chapel Hill, which is really just Orange County as Chapel Hill has not signed onto this, <br /> 13 has the remainder. <br /> 14 Jeff Mann said that was the current split between the counties based on the interlocal <br /> 15 agreement. <br /> 16 Commissioner Rich said the project is changing due to the potential line extension in <br /> 17 Durham County. <br /> 18 Danny Rogers resumed the PowerPoint presentation: <br /> 19 <br /> 20 Status of Durham-Orange LRT <br /> 21 • Addition of North Carolina Central University (NCCU) Station <br /> 22 • Entry into Engineering <br /> 23 • Financial Plan and Funding Needs <br /> 24 <br /> 25 Background <br /> 26 • FTA issued a combined Final Environmental Impact Statement/Record of Decision <br /> 27 (FEIS/ROD) on the D-O LRT Project in February, 2016 <br /> 28 • In response to comments, FTA and GoTriangle committed to look at some specific <br /> 29 refinements including analyzing the feasibility of extending the alignment to NCCU <br /> 30 Early analysis indicated that the extension is feasible <br /> 31 FTA determined that a Supplemental Environmental Assessment (EA) would be <br /> 32 required <br /> 33 <br /> 34 Proposed NCCU Station Location (map) <br /> 35 <br /> 36 Current Activities <br /> 37 • The Supplemental EA on the NCCU LRT Station Refinement is now available for Public <br /> 38 Review and Comment until Dec 7, 2016: <br /> 39 — http://ourtransitfuture.com <br /> 40 — NCCU James E. He said it is completely inequitable to serve two universities, and not <br /> 48 the third. He said he would vote for this part, as the project makes no sense without this <br /> 49 extension. He said the overall costs of this project are absurd. <br />
