13 <br /> 1 permitted to pay the 2016 impact fee levels (this clause is relevant primarily to large multi-family <br /> 2 projects). <br /> 3 <br /> 4 At the request of the Town, Orange County Planning staff made a presentation to the Chapel <br /> 5 Hill Town Council on October 10, 2016. Comments made were primarily related to the effect of <br /> 6 impact fees on housing affordability. Planning staff also presented to the Town of Carrboro's <br /> 7 Board of Aldermen on October 25, 2016. Comments at Carrboro's meeting included: <br /> 8 • Concern over the effect of the impact fees on housing affordability, including the idea <br /> 9 that impact fees increase the resale prices (or rents) of existing housing. <br /> 10 • Concern that an existing house could be demolished and replaced with a larger, more <br /> 11 expensive house and no additional impact fees would be required. This also relates to <br /> 12 concern about the potential negative impact on existing, more affordable <br /> 13 neighborhoods. <br /> 14 • Concern over social justice issues and equitability and the ideas that the old and new <br /> 15 "formulas" should be better contextualized and how the affordability question manifests <br /> 16 itself. <br /> 17 • The idea that schools should be supported in a different way. <br /> 18 <br /> 19 Meeting materials and videos of these meetings are available on the Towns' websites. <br /> 20 <br /> 21 It should be noted that the adopted percentage of MSIF must be the same for all housing types <br /> 22 (e.g., fees cannot be adopted at 40% MSIF for one housing type and 60% MSIF for a different <br /> 23 housing type). <br /> 24 <br /> 25 Since 1995, Orange County has offered an impact fee reimbursement program for school <br /> 26 impact fees paid on affordable housing units. From FY2009-10 through FY2015-16, $606,318 <br /> 27 in collected impact fees was reimbursed for the 77 affordable single-family housing units and <br /> 28 one apartment building containing 6 affordable multi-family units constructed in that time period. <br /> 29 <br /> 30 Craig Benedict, Planning Director, made the following PowerPoint presentation: <br /> 31 <br /> 32 2016 School Impact Fee Update <br /> 33 November 15, 2016 <br /> 34 Presenters: Craig Benedict, Planning Director; and Perdita Holtz, Planner Ill <br /> 35 <br /> 36 Overview <br /> 37 • School impact fees are updated to reflect changing demographics and capital costs <br /> 38 • Two new categories were included <br /> 39 ° Small cottage homes (<800 square feet) <br /> 40 ° Age restricted housing <br /> 41 • Housing categories were further refined to reflect how smaller units (i.e., fewer <br /> 42 bedrooms) generally show lower impacts <br /> 43 • School impact fees are not an affordable housing tool but balance the capital needs of <br /> 44 schools based on lost state revenues and link revenues to new construction and not the <br /> 45 entire populace. <br /> 46 <br /> 47 Perdita Holtz, Planning, presented this portion of the PowerPoint: <br /> 48 <br /> 49 October 18 BOCC Meeting <br />
