9 <br /> 1 VOTE: UNANIMOUS <br /> 2 <br /> 3 6-b: Fiscal Year 2016-17 Budget Amendment#3 <br /> 4 The Board considered approving budget, grant, and capital project ordinance amendments for <br /> 5 fiscal year 2016-17. <br /> 6 Commissioner Price said she had a question on the Nature preserve item. She asked if <br /> 7 the funding source could be identified. <br /> 8 Paul Laughton, Finance and Administrative Services, said the Board approved this item <br /> 9 on October 18th, and as a part of the resolution the Board failed to pass how and where to move <br /> 10 the funding. He said this amendment is to officially approve the funds and moving this from <br /> 11 finance to pay-as-you-go funding. He said this amendment is just to create the approval of the <br /> 12 capital funds ordinances that were approved on October 18tH <br /> 13 <br /> 14 A motion was made by Commissioner Price, seconded by Commissioner Dorosin to <br /> 15 approve the budget, grant, and capital project ordinance amendments for fiscal year 2016-17. <br /> 16 <br /> 17 VOTE: UNANIMOUS <br /> 18 <br /> 19 6-e: Unified Animal Control Ordinance Amendments <br /> 20 The Board considered adopting the proposed Unified Animal Control Ordinance amendments <br /> 21 and approving and authorizing the Chair to sign the Resolution of Amendment, "A Resolution <br /> 22 Amending Chapter 4 of the Orange County Code of Ordinances". <br /> 23 <br /> 24 Commissioner Jacobs said he wanted some clarification about the second item on the <br /> 25 abstract, which states: "The Animal Services Advisory Board has determined that the word <br /> 26 "vicious," found throughout the ordinance, is leading to some determinations being appealed, <br /> 27 not based on the facts of the determination, but based on dislike of the word "vicious". In order <br /> 28 to avoid this situation in the future, the Animal Services Advisory Board recommends the word <br /> 29 vicious be changed to dangerous. That amendment is made throughout the attached <br /> 30 document." <br /> 31 Commissioner Jacobs asked if clarification could be provided on who disliked the term <br /> 32 vicious. <br /> 33 Bob Marotto, Animal Services Director, said the concern is the way in which dog owners <br /> 34 understand the declaration of their dog to be vicious. He said the Animal Appeals pool has <br /> 35 discussed this issue, and it was referred to the Animal Services Advisory Board (ASAB) for <br /> 36 consideration. He said the ASAB and staff concurred that removing this inflammatory term <br /> 37 made good sense. <br /> 38 <br /> 39 A motion was made by Commissioner Jacobs, seconded by Commissioner Dorosin to <br /> 40 approve the proposed Unified Animal Control Ordinance amendments and approve and <br /> 41 authorize the Chair to sign the Resolution of Amendment, "A Resolution Amending Chapter 4 of <br /> 42 the Orange County Code of Ordinances". <br /> 43 <br /> 44 VOTE: UNANIMOUS <br /> 45 <br /> 46 a.
